Connecticut's success building a health insurance computer system during a time when Massachusetts officials failed has put the Nutmeg State in contention to get part of $45 million in federal money Massachusetts expected to keep for itself, the Boston Globe reports. The paper says there is a dispute over whether the funds were intended to be shared among the New England States and whether the inability of Massachusetts to collaborate with neighbor changes the distribution formula.
