--------------------President Donald Trump on Monday weighed in via Twitter on the latest GOP tax plans.

Trump praised new bills in the House and Senate, called the Tax Cuts and Jobs Act (TCJA), but suggested a few improvements.

"I am proud of the Rep. House & Senate for working so hard on cutting taxes {& reform.} We’re getting close!" Trump tweeted from Asia, where he is attending an economic summit in the Philippines. "Now, how about ending the unfair & highly unpopular Indiv Mandate in OCare & reducing taxes even further? Cut top rate to 35% w/all of the rest going to middle income cuts?"

Trump's tweet reiterated a long-standing push for the tax bill to include a repeal of the Affordable Care Act's penalty for not having health insurance. The Congressional Budget Office determined in a new report Wednesday that the mandate's repeal would decrease the federal deficit by $338 billion over the next 10 years, but would also leave 13 million more people without coverage than under current law.

Sens. Ted Cruz and Tom Cotton have also advocated for the repeal, with Cruz attacking the House TCJA because it does not include the provision. (The Senate legislation also does not include it.)

Trump and others have argued the move would allow Republicans to make their tax plan more generous, including cutting the top tax rate to 35%. The House's bill would keep the top rate at 39.5% while the Senate would lower it slightly to 38.5%.

Whether or not the mandate repeal would be enough to offset the reduced rate Trump proposes is unclear. But it would add another difficult layer to the already complex math issue that Republican leaders are facing, since the bill can only add $1.5 trillion to the deficit over 10 years.

Adding healthcare into the already contentious tax issue could also complicate the road ahead. Senate Republicans were unable to pass any Obamacare repeal and replace bill over the summer, and an individual mandate repeal could face similar pushback from some Republican senators.

Republicans are kicking their tax reform push into high gear **

--------------------It's a make-or-break week for Republicans, as the party tries to speed its massive tax plan through both chambers of Congress in an attempt to finish the bill by the end of the year.

In the House, leaders are hoping for final passage of their version of the Tax Cuts and Jobs Act (TCJA) in time for the Thanksgiving break — but they still face significant hurdles.

In the Senate, the Finance Committee will take up the bill for a markup on Monday, as GOP leaders in the upper chamber try and solve some complex math issues with the bill.

Any delay at this point could put President Donald Trump's aggressive timeline in jeopardy.

*House tries to get agreement for final passage*

The House Budget Committee is scheduled to take up the version of the TCJA that was reported out of the Ways and Means Committee last week. That will likely set up a vote on the bill some time of Thursday or Friday on the House floor.

Passage remains uncertain, as some Republican lawmakers have continued to express concern over some of the bill's proposals. The biggest concern remains proposed changes to the state and local (SALT) deduction.

GOP members from states like New York and California have expressed significant concerns over how the bill would hit their constituents. Eight Republicans have said they will vote against the bill or have serious doubts. Republicans can only lose 22 members for the bill to pass.

Given that margin, however, and the pressure for members to pass the bill to at least advance it to the next stage, there is a good chance it will clear the hurdle, said Isaac Boltansky, an analyst at the research firm Compass Point.

"As of Sunday evening, there were at least seven GOP defections and the focus this week will be on securing the support from reticent Republicans in high-tax states such as California, New York, and New Jersey," Boltansky wrote Monday. "While the whip count is fluid, we believe odds favor the House clearing its tax package by the end of the week."

If the the bill does not pass, the entire GOP timeline would be thrown into flux. The House is scheduled to recess for the week of November 20 for Thanksgiving. Given that a government shutdown fight is waiting on the other side of the break, having to push the tax vote off until after the holiday could complicate their desire to get the bill done by the end of the year.

*Senate Finance takes up their TCJA*

Starting at 3 p.m. ET, the Senate Finance Committee will begin its markup of the Tax Cuts and Jobs Act, as written by committee chair Sen. Orrin Hatch of Utah.

The markup is likely to last several days and include policy arguments, procedural gripes from Democrats, and at least a little bit of political posturing.

Perhaps the biggest questions posed at the meeting will be revolve around how the legislation will fit into the budget reconciliation's constraints.

The Senate TCJA can only add $1.5 trillion to the federal deficit over the first 10 years it is enacted. And after that window, it can't add any new debt at all.

The Senate's legislation skirts by on the first point, according to analyses, but misses on the second part. According to reports, GOP aides on the finance committee have admitted the bill would add to the deficit outside of 10 years and will need fixes. But how to implement those fixes — whether by cutting out current provisions or simply ending certain cuts after 10 years — remains to be seen.

If you want an idea of just how long and contentious the committee process may be, there are 355 possible amendments to the legislation filed with the committee. (It is not likely, but possible, that all will be considered.)

*Trump returns from Asia, could throw push into flux*

Nearly wrapping up a 13-day trip to Asia, Trump pitched a new tax reform idea via Twitter on Monday.

The president said both chambers should include the repeal of Obamacare's individual mandate as part of their tax bills. While such a move would lower the federal deficit by $388 billion over the next 10 years, according to the Congressional Budget Office, it would also leave 13 million more people without health insurance compared to current law over that timeframe.

Trump also suggested using those savings from the mandate repeal to cut the top individual tax rate for people making over $500,000 to 35% from current proposals of 39.5% in the House bill and 38.5% in the Senate bill.

While the mandate repeal was something many conservatives wanted included in the tax bill, it would likely complicate the political calculus in the Senate. More moderate Republicans like Sens. Susan Collins and Lisa Murkowski voted against a similar measure during the Obamacare fight over the summer.

Trump's insertion into the talks, however, adds another volatile element into a process that already has enough potential stumbling blocks.

Given that the opioids OxyContin, Vicodin and Percocet are often prescribed after dental surgery, Ringersen isn’t the first to be given powerful drugs to deal with post-surgery pains. However, she was able to overcome the grip of these painkillers and has been clear for nearly 10 years.

According to federal statistics, some 300,000 people have died as a result of opioid abuse in the U.S. since 2000. It’s appropriate then that the White House in late October 2017 declared the issue a “national health emergency.” Ringersen is encouraged by this as well as the fact that Florida’s largest health insurance company’s plans to no longer cover OxyContin as of Jan. 1, 2018. uBiome, the leader in microbial genomics, launches SmartJane™— the first sequencing-based at-home women’s health test. SmartJane™ is the first test to combine human papillomavirus (HPV) genotyping, sexually transmitted infections (STI) testing, and microbial risk factors for HPV infection, bacterial vaginosis, cervicitis, idiopathic infertility, pelvic inflammatory disease, bacterial vaginosis, and aerobic vaginitis. SmartJane™ can tell doctors and patients which type of HPV strain they have (genotyping), and how the microbiome interacts with HPV to increase or decrease risk. SmartJane tests for 14 high-risk HPV types which are associated with cervical cancer, squamous intraepithelial lesions, and cervicitis. SmartJane also tests for 5 low-risk HPV strains.

In a combined approach, SmartJane™ tests for three common STIs as well as HPV and vaginal flora balance: Chlamydia trachomatis (chlamydia), Neisseria gonorrhoeae (gonorrhea), and Mycoplasma genitalium. Mycoplasma genitalium is a common STI that can be a cause of unexplained pregnancy. This bacterium has been recently implicated in cervicitis, pelvic inflammatory disease, and infertility in women. Mycoplasma genitalium was recently found to have a prevalence at least as high as that of Chlamydia trachomatis and Neisseria gonorrhoeae, but has not been included in standard STI tests, until now with SmartJane™.

Collecting the sample is simple and takes just two minutes at home. After the sample is processed, uBiome sends a link to its HIPAA-compliant website. Here the patient and prescribing doctor can access the test report, which can then be used as a valuable resource for further treatment planning.

--------------------At the urging of President Donald Trump and Sen. Rand Paul, Senate Republicans are now set to include a repeal of the Obamacare individual mandate as part of their tax cut package.

Counterintuitively, repealing the tax penalty that gets imposed on the uninsured would substantially reduce the budget deficit. This is because ending the penalty would cause millions of people to lose health insurance, and therefore not to take government subsidies offered for health insurance.

This would mean a little more than $300 billion in budget savings over a decade that Republicans could then allocate to tax cuts.

But Republicans are supposed to have other plans for that money. In the various Republican plans to repeal and replace Obamacare, proceeds from the mandate repeal were supposed to be put toward some combination of repealing Obamacare-specific taxes and funding a replacement program to fund health insurance.

If Republicans go ahead and repeal the mandate as part of a tax bill, using the proceeds to finance tax cuts, the associated funds won't be available to fund a future replacement on healthcare.

This is a major reason Republicans in Congress were — until Tuesday, perhaps — resisting the urge to throw mandate repeal into the tax package.

But maybe they're realizing they'll never get a replacement passed. They know the mandate is unpopular and that it can help address some of the math problems associated with their tax plan.

The key political question is whether the main message voters would hear is "unpopular mandate repealed" or "tax bill causes 4 million Americans to lose health insurance next year and 13 million by 2027."

--------------------Even as Republicans embark on their attempt to overhaul the federal tax code, the fight over the future of the Affordable Care Act is again coming to the forefront.

Senate Republican leaders on Tuesday said the massive tax bill in the chamber would include the repeal of a key part of the healthcare law to free up more money for tax cuts.

Senate Majority Leader Mitch McConnell told reporters Tuesday that it would be "helpful" to include the repeal of Obamacare's individual mandate in the tax bill, the Tax Cuts and Jobs Act (TCJA).

Other members of GOP leadership, Sens. John Thune and John Cornyn, also told reporters that the mandate repeal would be included in the bill.

Senate Finance Committee Chair Sen. Orrin Hatch, who crafted the Senate's TCJA, told reporters Tuesday that the mandate's repeal was still on the table. During a hearing on the legislation, Hatch told committee members that the mandate repeal was not in the current version of the bill but demurred on whether it would be included a later version.

Adding the healthcare fight into the tax bill mix adds another political complication to an already volatile process. 

The individual mandate, which imposes a penalty on people who go without health insurance, is a key part of the Affordable Care Act, or Obamacare. According to a recent analysis from the Congressional Budget Office, repealing the mandate would reduce the federal deficit by $338 billion over 10 years.

The savings, according to the CBO, would come from 13 million more people going without health insurance compared to the current baseline. By eliminating the mandate, healthy people would likely drop out of the Obamacare exchanges leading to a sicker group of enrollees and higher costs. As costs rise, more and more people would be priced out of the market, causing the uninsured rate to increase.

The developments Tuesday came few hours after Sen. Rand Paul said he would offer an amendment to the bill to include the mandate repeal.

"Today I am announcing my intention to amend the Senate tax bill to repeal the individual mandate and provide bigger tax cuts for middle income taxpayers," Paul tweeted. "The mandate repeal is a promise we all made and we should keep. It also allows an additional $300 billion+ in tax cuts."

The Obamacare individual mandate repeal has become a point of emphasis for many conservative GOP members in the debate over the TCJA.

Sens. Ted Cruz and Tom Cotton have both advocated for the mandate repeal to be part of the tax bill.

 President Donald Trump has also supported the inclusion of the repeal in tweets multiple time including on Monday.

"Now, how about ending the unfair & highly unpopular Indiv Mandate in OCare & reducing taxes even further? Cut top rate to 35% w/all of the rest going to middle income cuts?" Trump tweeted.

But including the mandate repeal runs the risk of losing more moderate votes, like GOP Sens. Lisa Murkowski and Susan Collins. They helped block earlier efforts to repeal and replace Obamacare, in part because they felt the attempts would leave too many people without coverage.
