Give top priority to 'ease of doing business', use Aadhaar to improve governance: PM Modi to states

Prime Minister Narendra Modi today asked states to accord top priority to 'ease of doing business' to take advantage of the golden opportunity as the world wants to partner with India.

Interacting with chief secretaries of states and union territories for over two-and-a-half hours here, Modi underlined the need for maximising use of the 12-digit biometric identifier Aadhaar to improve governance and eliminate leakages in government schemes.Observing that the whole world today has trust in India and wants to partner with it, he said, "This is a golden opportunity for us" and the states must accord top priority to improve on "ease of doing business" to attract more investments. Modi's interaction was part of the National Conference of Chief Secretaries on the theme of "States as Drivers for Transforming India" organised by Niti Aayog. This is the first time that the prime minister has addressed such a gathering at such an event.

Briefing media after the day-long meeting, Niti Aayog Vice-Chairman Arvind Panagariya said the prime minister told the state representatives to make full use of Aadhaar platform for good governance and eliminate leakages in government welfare schemes. Modi also asked the states to maximise the use of government's e-Marketplace (GeM) by August 15, saying it would provide efficiency, savings and transparency in government procurement. The prime minister further said that good governance is the key to success for government programmes and development goals. He said "relatively junior officers" in states must spend adequate time in field visits, so that they have first-hand information about the issues on the ground.

Panagariya said Modi also asked states to identify problems, say five, and ensure they are fully resolved. Answering questions on farm loan waiver by some states, the Niti Aayog Vice-Chairman said states have to manage it within their budgets. "You have to wait and see how is this handled ... These are determined by state-level FRBM, and any relaxation about borrowing has to be given by central government, and given central government itself is conservative about its own fiscal, for last three years it has been following fiscal roadmap...," he said. Chief Secretaries gave presentations on best practices in their states. These included rural development, skill development, crop insurance, health insurance, and tertiary healthcare, among others.

The prime minister said a team of young officers from across states should now deliberate and learn from these best practices, by visiting each state. These will help in efficient adoption of best practices across states, Modi said.
He gave the example of monthly PRAGATI meetings, which had given a decisive push to many long-pending projects. He urged states to come out of the silos, and work cohesively with the Centre and which each other.
Speaking on 'Ek Bharat, Shreshtha Bharat', Modi said "we must always recall the factors which unite us". Modi underlined emphasised on the importance of preserving institutional memory. He said writing of Gazettes by officers should be made compulsory in the districts.

Speaking at the meeting, Panagariya made a strong case for shifting workers from agriculture to industry and encourage small enterprises to grow big with a view to accelerate economic growth. He said that at the aggregate macro level, bringing about rapid growth is most critical as no major success in poverty alleviation is likely to happen without it. "If we set the output per worker in agriculture equal to 1, then output per worker in industry is 5 and that in services 3.8. "In other words, even at the current productivity levels in each sector, moving one percentage-point workers out of agriculture into industry can increase the GDP by 1.5 per cent," Panagariya said.

*Have you lost your spot in the middle class yet? * For years I have been documenting all of the numbers that show that the middle class in America has been steadily shrinking, and we just got another one.  According to a report that was produced by researchers at Harvard University,* the number of Americans that spend more than 30 percent of their incomes on housing has more than doubled. * In 2001, nearly 16 million Americans couldn’t afford the homes that they were currently living in, but by 2015 that figure had jumped to 38 million.

When I write about “economic collapse”, *I am writing about a process that has been unfolding for decades in this country.*  Back in the early 1970s, well over 60 percent of all Americans were considered to be “middle class”, but now that number has fallen below 50 percent.  Never before in our history has the middle class been a minority of the population, but that is where we are at now, and the middle class continues to get even smaller with each passing day.

*So these new numbers saddened me, but they didn’t exactly surprise me.*  The following comes from NBC News…



Over 38 million American households can’t afford their housing, an increase of 146 percent in the past 16 years, according to a recent Harvard housing report.

 

Under federal guidelines, households that spend more than 30 percent of their income on housing costs are considered “cost burdened” and will have difficulty affording basic necessities like food, clothing, transportation and medical care.

 

*But the number of Americans struggling with their housing costs has risen from almost 16 million in 2001 to 38 million in 2015*, according to the Census data crunched in the report. That’s more than double.



Sometimes people try to convince me that the economy is doing “well”, but when I ask them how they are doing personally the news is almost always dreary.  I know so many people that are working for close to minimum wage that used to be solidly in the middle class.

*One of the biggest reasons why the middle class is shrinking is because paychecks are staying about the same while the cost of living continues to rise steadily. * Of course one of the biggest factors in the rise of the cost of living is health insurance.

There are *many people out there that have seen their health insurance premiums double since Obamacare went into effect*.  And one health insurance company actually tried to do this to me and my family too, and so at that time I immediately switched carriers.

But even though virtually every single Republican in Congress campaigned on repealing Obamacare, it doesn’t look like it is going to happen.  In fact, on Sunday Senator John McCain told Face the Nation that the effort to repeal Obamacare is “probably going to be dead”…



Sen. John McCain, R-Ariz., said Sunday the Republican bill to repeal and replace Obamacare is “probably going to be dead.”

 

“My view is that it’s probably going to be dead,” he said on CBS’s Face the Nation.

 

Support for the bill has been eroding over the July 4th recess, and McCain said he believes Republicans should work with Democrats to craft health care legislation.



*As a voter, this greatly frustrates me.  The Republicans got a bill to repeal Obamacare through the House and through the Senate and on to Barack Obama’s desk in early 2016.  So why can’t they get that exact same bill to Donald Trump’s desk now?*

We worked really hard to give the Republicans control of the White House, the Senate and the House, and now they are stabbing us in the back once again.

This is just one example of why I intend to be a “wrecking ball” if I get the chance to go to Washington.

*We have got to lower health care costs on the middle class.*  There is no other option.  Millions of families all over the country are being absolutely suffocated by rising health insurance premiums.  Sometimes I get so frustrated with these RINOs (Republicans In Name Only) that I want to scream.

*So many families are living on the edge right now.  *Various surveys have discovered that somewhere around two-thirds of the entire nation is living paycheck to paycheck at least part of the time, and one study found that 69 percent of all Americans do not have an adequate emergency fund.

But when you are living on the edge, there is always a danger that you could go over.

*Every month, more Americans fall out of the middle class and into poverty.  *Even during this so-called “economic recovery”, we are seeing alarming spikes in poverty all over the nation.  For example, the number of homeless people living on the street in New York City has increased by 39 percent over the past year…



Street homelessness in New York increased by 39 percent in 2017, according to the latest annual survey by the Department of Homeless Services.

 

There were 3,892 homeless and unsheltered people on the night of February 6, 2017, up from 2,794 people at the same time last year, said the report, which is conducted on one night of the year. This is the highest increase since 2005, when Michael Bloomberg was mayor.



*And bankruptcies continue to rise as well.*  Consumer bankruptcies were up once again last month, and commercial bankruptcies continue their very disturbing climb…



Commercial Chapter 11 bankruptcies – an effort to restructure the business, rather than liquidating it – jumped 16% year-over-year in June to 581 filings across the US. Total commercial bankruptcies of all types, by large corporations to tiny sole proprietorships, rose 2% year-over-year to 3,385 filings, according to the American Bankruptcy Institute. This was up 39% from June 2015 and up 18% from June 2014.



*Since the end of the last recession, the middle class has continued to get smaller and smaller in this country, and now it appears that another economic downturn is upon us.*

Are we just going to stand aside and do nothing as the middle class in America dies?

The Democrats don’t seem to care.

The Republicans don’t seem to care.

*If we continue to do the same things that we have been doing, we are going to continue to get the same results.*

In other words, unless we start doing things differently the middle class in America is going to continue to be systematically eviscerated.

Obamacare Death Spiral: At Least 2 Million Adults Ditch Coverage In 2017 Amid Soaring Premiums As Democrats continue to defend an obviously failed Obamacare system, the effects of soaring rates and collapsing coverage options seem to be taking a toll on the number of people actually buying health insurance these days.  According to the "Gallup-Sharecare Well-Being Index," the percentage of uninsured adults in the U.S. bottomed out at 10.9% in Q4 2016 but has since increased to 11.7% in just the first two quarters of 2017. 

 

For those keeping track, there are roughly 250 million adults in the United States.  Therefore, a *0.8% increase in the uninsured rate implies that roughly 2 million people have decided they're simply not willing to continue absorbing Obamacare's exorbitant annual premium increases.  *

Not surprisingly, the biggest increases in the uninsured rate came from 18-34 year olds...*you know, the people who don't really need coverage but were forced to subsidize older, sicker people because of Obama's view that "when you spread the wealth around it's good for everybody"*...apparently they're no longer convinced that it was good for them. 

 

Now, while Democrats will undoubtedly blame Trump for the sudden increase in the uninsured rates, we're going to go out on a limb and suggest it might just have more to do with soaring premiums that increased over 100%, on average, in just 4 years.

Per the chart below from the Department of Health and Human Services, *the average individual purchaser of health insurance across the United States saw their premiums increase from $232 per month in 2013 to $476 per month in 2017,* a 'modest' increase of over 100% in just a few years.  To put that into perspective, *that's nearly $3,000 per year and roughly 9% of what the median American earns each year.*

 

And while it will make zero difference to those intent upon blaming the Trump administration, recall that 2017 rates were set in the summer of 2016, a time when most viewed Trump as a long-shot for the White House.

Meanwhile, as if a 100% average increase isn't bad enough, residents of many states incurred even more devastating increases of over 200%.

Senate GOP leaders hope for health care vote next week

WASHINGTON (AP) — Republican leaders are hoping to stage a climactic vote on their health care bill next week, though internal rifts over divisive issues like coverage requirements and Medicaid cuts leave the timing and even the measure's fate in question. McConnell has little room for error as he tries to pass a bill with 50 GOP votes, and Pence as the tie-breaker, in a Senate Republicans control by 52-48. Final decisions remain to be made on how tightly to curb the growth of Medicaid, the health insurance program for the poor; whether to let insurers sell low-cost policies with very limited coverage; and how much money to devote to making health care tax credits more generous, said No. 3 Senate Republican John Thune of South Dakota. Both the House and Senate bills eliminate Obamacare's mandates for people to buy insurance and individuals to provide it, gradually undo an expansion of Medicaid and reduce the size of the federal-state health care program for the poor and disabled. The Cruz amendment was alienating senators like Collins amid concerns it would lead to unaffordable prices for people with pre-existing medical conditions because younger, healthier customers wouldn't be sharing their costs.
