WASHINGTON -- Six million people have enrolled in private health insurance plans through the federal exchange marketplace on HealthCare.gov since Nov. 1, President Barack Obama said Friday.

Notably, 2.4 million of those enrollees are new to the health insurance exchanges this year, and the remainder are current customers who visited the website to comparison shop for coverage that takes effect next year. The tally doesn't include millions of other currently covered people who will automatically be renewed in their plans because they didn't choose a different one.

"Years of steady implementation of the Affordable Care Act helped to drive the rate of the uninsured in America below 10 percent for the first time since records were kept on that. Health care prices have grown at their lowest level in five decades, 17 million more Americans have gained coverage," Obama said during a press conference at the White House. "The more who sign up, the stronger the system becomes, and that's good news for every American who no longer has to worry about being just one illness or accident away from financial hardship."

The enrollment numbers Obama cited don't count sign-ups in 12 states and the District of Columbia that operate their own exchanges. On Thursday, Covered California reported that more than 197,000 people had signed up as of Tuesday.
Thursday was the deadline -- which was extended by two days from the original Tuesday deadline -- for health insurance exchange customers to choose a plan that will be in place at the beginning of the year. The final deadline for enrollment on the health insurance exchanges for 2016 is Jan. 31.

The Department of Health and Human Services projects that 10 million people will have private health insurance coverage from an exchange next year, a modest increase from this year.

After months of tense negotiating, lawmakers on Friday passed the omnibus spending bill and tax extenders package in a 65-33 vote, sending it to the White House for the president's signature. The House passed the omnibus earlier Friday. Twenty-seven Republicans, 37 Democrats and one independent who caucuses with Democrats voted in favor of the bill.
While the legislation is riddled with measures both parties considered unsavory, lawmakers were able to reach a final deal that included policies each party could point to as victories. *Arguably the biggest win for Republicans came in the attachment of a provision lifting the 40-year-old ban on crude oil exports*. I have lived with three different names over the period of my life.

My birth name, James McKinney, was associated with a dad I never knew. My second, James Johnson, was a short-lived decision my mom made after dating a man for several years. My current name, James Kosur, was a decision I reached on my own after several years of marriage to my wife.

My wife didn't want to take my name, which was generic and offered nothing in terms of my family's heritage. I didn't want to take her last name because there was and still is a lot of stigma associated with a guy taking his wife's last name. 

Admittedly, my decision to take my wife's last name was born more out of frustration than anything else. 

"James" is listed as the number one first name among males in America over the last 100 years, according to the Social Security Administration. "Johnson" is the second most common last name in America — behind only Smith, based on statistics from the 2010 US Census. That makes James Johnson one of the most common names in the country. 

My full name, because of its commonality, was quickly becoming a huge nuisance in my life. I was constantly bombarded with debt collection calls for other people named James Johnson, and on several occasions, I was banned from local bars because the bouncer was told to watch out for someone with my name. 

In 2010, I decided to move into a new management role with a telecom provider. The interview went great, I passed my drug test, and then I received a call stating they were going in a different direction after doing a background check. As luck would have it, there was another James Johnson who was born on the same day and in the same year as me, and he was incarcerated in Cook County, Illinois — my former place of residence. The background agency had accidentally pulled his record instead of mine. That mistake cost me an executive-level position.  

After our daughter was born, we decided she would take my wife's last name to avoid many of the issues I had already faced. In my daughter's early days, the lack of a consistent name didn't have any real-world implications, so we went about our lives and didn't think about my different last name. 

When my daughter developed a wheezing cough while my wife was at work, I was tasked with bringing her to the ER. After filling out countless forms, I handed in my daughter's paperwork, which featured our full names. The nurse looked over the forms and then proceeded to ask if I had any more documentation for my daughter.

Admittedly I was a little shocked. My daughter is listed on my health insurance, and I had her insurance card in hand. When I mentioned that no further documentation was needed, the nurse looked me up and down and then shuffled away quite rudely. 

Thankfully my daughter was fine, but in that moment, I realized that my different surname was becoming a hassle full of double standards that I no longer wanted to deal with. 

Little did I know, the name change process would not be simple because of my gender. 

I lived in Illinois at the time of the change. Unfortunately, only nine states — California, New York, Hawaii, Louisiana, Massachusetts, Oregon, Iowa, Georgia, and North Dakota — have laws that help a man change his name after marriage, according to attorney Brett Snider at Findlaw.

To perform my name change, I first had to fill out name-change paperwork with a local court. In exchange for my paperwork, I received an official letter of intent, which was then presented to a local newspaper.

The newspaper ad was a requirement meant to create a public record of my name change for any interested parties to discover. Many states require a name change to be published in order to catch people who are attempting to avoid debts, commit fraud, or defame others. 

Interestingly, my name change was published in a small-town newspaper read by less than 1,000 people. Hardly a public record that most agencies would discover by chance. 

After three weeks had passed, I was able to set up a time to appear in front of a judge and make the name change official. 

If I was a woman who had been recently married, I would have presented my marriage license to the court, paid a name-change fee, and moved on with my life.

A close friend tells me she remembers paying around $60 and submitting a simple form alongside her marriage certificate to change her name. Within weeks her name change was official.

I paid $300 for a newspaper ad and spent hours in court and visiting with a newspaper ad sales representative in order to change my name. The change took more than a month to complete. 

While the name-change process was a pain and completely biased against men, I am ultimately very happy that I made the transition.

I definitely took a good ribbing from my guy friends who called me "whipped" and made fun of my decision for various other reasons, but outside of those jokes, everyone in my life has been supportive. 

No longer do I receive annoying debt collection calls for other people, my background checks are now clean, and after years of last names associated with people I didn't know or care to remember, I finally found a name that I was proud to call my own.

6 ways to make your money work for you

"Make your money work for you" is such common personal finance advice that it borders on being cliché.

But what does it actually mean? And more importantly, how can you do it?

We spoke with Sean Gould, a wealth strategist with Waddell and Associates and a certified financial planner, to outline six ways to put your money to work.

*Open a high-yield savings account.*

Gould explains that before sending your money off to do the heavy lifting, you'll want to have an emergency savings account of about six months of living expenses stored in cash.

A smart place to keep it is in an FDIC-insured high-yield checking or savings account, where it can generate more value as it waits.

A typical savings account offers an interest rate around 0.01%, and a typical checking account is the digital equivalent of putting your money under the mattress. However, high-yield checking and saving offer interest rates that exceed 1% — 100 times what you'd get otherwise.

These accounts are usually available at online banks, which keep costs down by forgoing brick and mortar locations. NerdWallet provides comprehensive lists of high-yield checking and high-yield savings.

*Store it in retirement accounts.*

Retirement accounts such as 401(k)s and IRAs are investment accounts, meaning your savings are invested in the market and have the potential to grow exponentially.

"The key is to get money in a 401(k)," says Gould. "Save as much as possible to have your money work for you tax-efficiently and to get money in the markets. The first bucket outside of the emergency fund is the 401(k) up to the match [if your employer provides one]. You don't want to give away free money."

After that, Gould explains, you'll want to put money in an IRA or a Roth IRA.

"Another good tool people don't think about are HSAs," he says, referring to the savings accounts for which people with high-deductible health insurance coverage are eligible. "If you sock money away in an HSA you don't lose it, and whenever you have healthcare costs, you can pull the money out and not pay taxes on it. When you turn 65, it turns into an IRA and you don't get penalized for using it for other costs — you can pay Medicare costs and long-term care premiums."

If you maxed out your 401(k) and IRA, next is an investment account, Gould says. "The key is participating in the markets."

Being in the markets is not the same as trying to time the markets: pulling money in and out to take advantage of favorable fluctuations and minimize the loss when the market dips is a strategy most experts advise against.

Over time, Gould says, worrying dips in the market should even out, resulting in an overall gain. To take advantage of this effect, though, you have to leave your investments alone.

And, he advises, "Don't have more than three to six months sitting in cash. People like the comfort of money in cash because they're burned from 2008 and 2009, but inflation will eat away at your cash. Sitting in comfort is not a good way to make money."

It delayed a widely criticized tax on high-cost employer health insurance plans that hasn't taken effect yet. Next could be the "employer mandate," a requirement that larger companies offer coverage or risk fines. In its first year, 2018, it would have affected 26 percent of all employers and nearly half of larger companies, according to the nonpartisan Kaiser Family Foundation. Since the tax is indexed to general inflation, which rises more slowly than health insurance premiums, it would have affected a growing share of health plans over time. "Repealing the tax or delaying its scheduled implementation ... would have serious negative consequences for our health care system," Furman warned in a speech Oct. 7. Pulling back on cost controls in the health law would erode the wages of workers and add to government deficits, Furman explained, adding that "the administration opposes legislation that would repeal or delay this provision." Poverty Remains the Arch Enemy in China

BEIJING - During the last weekend of of November, in a hotel near Chang'an Boulevard in central Beijing, an important closed-door meeting of China's Communist Party (CPC) Central Committee took place. The General Secretary of the CPC and also the President of the country, Xi Jinping, was joined by all his colleagues in the Standing Committee of the Politburo at the podium. The meeting hall was filled with top officials from all the provinces, major cities and central government ministries. I myself and my colleagues from the National People's Congress also attended the meeting. The theme of this important meeting was how to meet China's poverty relief target in the coming years.

The CPC has committed itself to the goal of reaching a "Xiao Kang" - or "moderately prosperous society" for China by the centennial anniversary of the founding of the CPC that will be marked in 2020. The aim is to make sure that the remaining families still in poverty also step into the well-off society together with the rest of the nation. In President Xi Jinping's words, "No one should be left behind".

The Chinese phrase of "Xiao Kang" came from the 3000 year old poem, the Book of Songs. It refers to an ideal state of stability and prosperity as described by Confucius where "the aged are cared for; the adults are given full play in their jobs and children are well-nourished and educated." This phrase was used by Deng Xiaoping in December, 1979 when he explained China's phased development objectives to some Japanese guests. China's per capita GDP at that time was only $270. Over the last three decades, China has worked towards boosting per capita income as its highest objective. Thanks to fast growth, by 2014 per capita GDP has risen to $7,575.

However, with the Chinese poverty line defined at $360 in annual income, there are still 70.17 million people living below that threshold - a number larger than Great Britain's total population. It should also be noted that the Chinese poverty line is way lower than the Western standard. If we follow the World Bank standard of $1.9 per day, the poverty population in China would exceed 200 million.

So the biggest obstacle now standing between us and the "Xiao Kang" target is the remaining poverty. In other words, we have to get over 10 million people out of poverty each year in the next five years.

President Xi spoke to the meeting about the absolute necessity of the Party completing that final mile of China's fight against poverty. He hopes that the Party can mobilize the whole society "to make concerted efforts to achieve this goal." He shared with us his stories from working in the countryside and at different levels of local governments, and how he always felt strong about the responsibility to get rid of poverty and help people to achieve their dream for better lives. Since Xi became the president, his inspection trips have covered most of China's impoverished regions. What he saw made him all the more determined to tackle this issue. The Premier Li Keqiang spoke too along the same lines. The message was clear to all of us that poverty removal is one of the most important priorities for the country in the next five years.

After the speeches, the meeting broke into sub-group discussions. The one I attended included leaders not only from coastal provinces like Fujian but also poorer western regions like Ningxia. The discussions were and sometimes heated. There are no differences about the general target. But many questions were raised and suggestions were offered about achieving the target, such as how to undertake detailed surveys and how to tailor individual plans to various local conditions. For example, households with people of working age an ability should be helped to find productive employment in order to boost income. For those who can no longer work, the government has to take over with a safety net and other measures. An estimated 10 million poverty-stricken people living in harsh environments, some suggested, should be relocated. Other pointed out the need to enhance health insurance so people can be kept from falling back to poverty due to serious illness in the family. A paramount measure, it was agreed, is to invest more in education to disrupt the pattern of poverty being passed down between generations.

How can we make sure that no relief funds are embezzled or wasted?

Even with specific plans, the poverty-relief effort faces considerable challenges. For instance, how can we make sure that no relief funds are embezzled or wasted? How can we keep local governments from meeting the target by fraudulent reporting? How can we make poverty relief is sustainable and not a one-off effort? Also, in fragile environments such as Tibet, how can we balance poverty eradication efforts with environmental protection?

To meet the target on poverty alleviation, 22 heads of provinces and cities located in western China have signed letters of responsibility with the central government, which will hold them accountable if their performance falls short.

Some American friends often worry that China may jockey for global power with the U.S. and that China wants to squeeze the U.S. out of Asia. My observation is that the outside world tends to look at China as if it is another traditional power and thus loses sight of what is really going on inside China. They often overestimate China's achievements and underestimate its challenges. Indeed, China's economy has scaled up, but the quality of its growth is still far behind. According to IMF, for example, the per capita GDP of China is only 1/7 of that of the U.S. It will take over 50 years to fill the gap between the two.

While China is home to 22 per cent of world's population, it only has an only 2 per cent share of global spending on health care in comparison with the 13.6 per cent enjoyed by the U.S. Among the 10 world-class universities, eight are in the U.S. Beijing University, the best in China, ranks only 39th.

The uppermost imperative is for China to have a peaceful and stable external environment so we can attend to our own monumental challenges.

China still has a long way to go. Certainly, the Chinese people desire a strong China with powerful armed forces capable of safeguarding the country and securing peace.
