Some Folks Lied - How The Administration Fabricated Obamacare Enrollment Numbers Two months ago, to much fanfare by the progressive community, HHS, if not Dr. Jonathan Gruber, were delighted to report that as of August 15, Obamacare enrolment had hit 7.3 million sign ups, well above the 7.0 million goal.

Then a week ago we learned that "*projection mistakes were made*" after the "Obama administration revised its estimate for Obamacare enrollment, now saying - with the bruising midterms safely in the rearview mirror - that it expects some 9.9 million people to have coverage through the Affordable Care Act’s insurance exchanges in 2015, *millions fewer than outside experts predicted*."



The administration said Monday that around 7.1 million people across the country who picked plans during the current year’s open-enrollment period were still paid up for their coverage. That’s down from the eight million who the administration said had picked plans as of this spring.



Fast forward to today when moments ago Bloomberg reported, that "*the Obama administration included as many as 400,000 dental plans in a number it reported for enrollments under the Affordable Care Act, an unpublicized detail that helped surpass a goal for 7 million sign-ups.*"

In other words, "some folks lied" because without the dental plans, the government would have had 6.97 million people with medical insurance under Obamacare, investigators for the House Oversight and Government Reform committee calculated, using data they obtained from the U.S. Centers for Medicare and Medicaid Services.



Blending dental and medical plans *let the administration assert that enrollment remained greater than 7 million, the original projection of the Congressional Budget Office. *The move also partly obscured the attrition of more than 1 million in the number of people enrolled in medical insurance.



The stunned administration, shocked at being caught in one after another lie, is scrambling to make up a credible story: "Kevin Griffis, a spokesman for the U.S. Health and Human Services Department, said he didn’t have a comment yet, hours after being asked for one."

Maybe they should just let Dr. Gruber explain it all to the dumb American public: after all the voters are so dumb, the difference between 6.9 million and 9.9 million is beyond confusing.

For some, it was clear the administration was about to rig the data:



The administration had supplied information about dental plans separately in earlier disclosures. In May, the government reported that 8 million were signed up for health plans and 1.1 million were in dental coverage.

 

Then in September, the numbers became less transparent. The Medicare agency’s administrator, Marilyn Tavenner, released a new enrollment figure, obtained from insurance companies participating in the exchanges: 7.3 million people were “enrolled in the health insurance marketplace coverage,” she said at a hearing by the Republican-led Oversight committee.

 

Tavenner didn’t elaborate or break out dental plans. Reporters asked a spokesman for her agency, Aaron Albright, for more detail about the number after the hearing: He said he had no additional information about it.



And now, some folks are "appalled"



“After touting 8 million initial sign-ups for medical plans, four months later they engaged in a concerted effort to obscure a heavy drop-out rate of perhaps a million or more enrollees by quietly adding in dental plan sign-ups to exchange numbers,” Republican Darrell Issa of California, chairman of the Oversight committee, said in an e-mail from a spokeswoman.

 

Charles Gaba, a Bloomfield Hills, Michigan-based blogger who backs the Patient Protection and Affordable Care Act and has accurately forecast enrollment, was among those who found Tavenner’s announcement encouraging. He had predicted enrollment would suffer attrition of about 3 percent per month; Tavenner’s figure suggested the rate was lower, only about 2 percent.

He said yesterday that he is “*appalled*” to find out dental plans were included in the figure.



And the absolute punchline via Bloomberg: "The 7 million threshold appears to be important for the administration, said Douglas Holtz-Eakin, president of the American Action Forum, a Washington advocacy group aligned with Republicans that has opposed the health law. “It’s a little weird,” Holtz-Eakin, a former CBO director, said. “Usually, the goal is for the forecast to hit the reality, *but here the reality is being massaged to hit the forecast.*”

Yes, just a little weird. "Instead of offering the public an accurate accounting, the
administration engaged in an effort to obscure and downplay the number
of dropouts,” Darrell Issa said. And consider this is the same administration whose media lackeys went apeshit on Jack Welch who, correctly, blasted the White House for fabricating employment data ahead of the 2012 presidential elections.

Because what we have yet again, is outright and very premeditated data manipulation and fabrication *coming from the very top power echelons of the republic*.

Obamacare Penalty Could Cost More Than You Expect

Considering going without health insurance next year? Be careful -- it could cost more than you think.

As you’ve probably heard, Obamacare requires most U.S. residents to obtain some form of health coverage, either from a job, a private insurance company or a government program like Medicaid.

Failing to do so could mean taking a hit on your taxes. There’s been a lot of attention paid to the $95 tax penalty for people who are uninsured this year. But in reality, few people will pay that little, and high-income households could owe thousands of dollars when they file their 2014 taxes. Plus, the minimum penalty more than triples for the 2015 tax year.

Don’t expect to hear much about the mandate during the big enrollment push under way. Although the individual mandate is a critical part of Obamacare, it’s politically toxic. Plus, focusing on the positive benefits of the law has proven more effective at increasing enrollment -- and decreasing the number of people who’d be penalized -- than emphasizing the negative parts of it, said Anne Filipic, president of Enroll America, a nonprofit promoting Obamacare sign-ups.

“We are continuing to lead with the facts about what’s available to consumers, and especially the message about financial assistance,” Filipic said. “We want to be careful not to talk about it in a threatening way.” Information about the mandate and penalties will be secondary, and the group plans to emphasize it closer to the February deadline to use the the health insurance exchanges to sign up for coverage that will be in effect next year, she said.

An April Enroll America survey found that the mandate motivated some people who signed up during the first Obamacare enrollment period, which ended in April. Nineteen percent said they wouldn’t have enrolled without it, and another 21 percent said they weren’t sure if the would have.

Still, President Barack Obama’s administration believes promoting the subsidies available to low- and middle-income families and emphasizing the cut-off date is a better way to boost sign-ups. “Our primary focus is going to be on affordability and deadlines. That’s what we know really works and drives people,” a senior administration official told The Huffington Post.

But the individual mandate is a big and complex change in the law, and taxpayers need to understand how it affects them. That’s especially true now. Enrollment on the Affordable Care Act’s health insurance exchanges began Saturday and runs through Feb. 15. Except under special circumstances, like having a baby, consumers who want to use these online marketplaces will have to sign up now or wait until next year to get for private insurance. (However, there’s no deadline for Medicaid and Children’s Health Insurance Program applications.)

Considering an estimated 87 percent of Americans already have health coverage and the slew of exemptions from the individual mandate, not many people actually will owe penalties if they aren’t covered. For those who do owe, the penalty will likely cost less than health insurance -- but they'll be exposed to potentially unlimited expenses in the event of a serious injury or illness.

The individual mandate penalty is calculated as the greater of either a set dollar amount or a percentage of income, and it varies from $95 to about $11,000.

To protect lower-income families from big expenses, and to more strongly push higher-income people to get covered rather than pay the extra taxes, there are two methods for figuring out the penalty. You would pay either as a set dollar amount per person -- $95 per adult and $47.50 per child, up to $285 this year -- or a percentage of household income, whichever is higher.

For the 2014 tax year, higher-income people who are uninsured probably would wind up paying 1 percent of their taxable income minus $10,000 to $22,400, depending on family size and other factors. That could be as much as $11,000, which is the maximum possible penalty, and is based on the national average price for a "bronze" insurance plan available on the Obamacare exchanges.

The minimum penalties get a lot higher next year. They start out at $325 per adult and $162.50 per child, up to a maximum of $975 per household, or 2 percent of household income (after subtracting that $10,000 or more), whichever is more. The maximum penalty for 2015 will be about the same as the maximum penalty for 2014.

A family of four with an income of three times the federal poverty level -- about $70,650 -- would owe around $500 this year, and more than double that in 2015, according to a calculator created by the Tax Policy Center.

People who owe these penalties will see them deducted from their income tax refunds or added to their tax bills. Unlike other taxes owed, though, not paying isn’t a crime, and the IRS can’t garnish the wages or put liens on the property of people who don’t pay it.

Plus, there are a whole lot of exemptions from the individual mandate.

They include if you earn too little to file federal income taxes or if the cheapest plan you can find costs more than 8 percent of your income. People with religious objections to insurance also don’t have to get covered. Undocumented immigrants aren’t allowed to use the Obamacare exchanges, so they also don’t have to comply with the individual mandate. People who live in states that didn't adopt Obamacare’s expansion of Medicaid are exempt if they would have qualified for the program. What’s more, there’s a “hardship” exemption the federal government has defined very broadly.

Obamacare includes the individual mandate as a way to nudge people into health coverage and discourage “free riders” who use health services when they could afford insurance. Being insured for at least nine months a year fulfills the mandate.

Obamacare’s authors call it the “individual shared responsibility provision.” As the theory goes, a health insurance market that’s open to everyone, including those with pre-existing conditions, must include as many people as possible, especially those who don’t have high medical bills and will pay into the pool without drawing down much. As healthy people age or become unlucky enough to get sick, this is supposed guarantee there’s a health insurance system in place to take care of them.

In addition, more people covered means fewer people getting treated at emergency rooms and not paying the bills, which costs taxpayers billions in the form of special Medicare and Medicaid funding that goes to hospitals treating large numbers of people who can’t afford the care they received. So people either get covered, or pay the penalty to offset the costs they incur when they get sick.

“Those who can afford health care but choose to go without are required to make a payment to help cover their medical costs and keep coverage affordable for others,” the Treasury spokesperson wrote.

*EXECUTIVE ACTION ON IMMIGRATION: HOW WILL AMERICANS REACT?* - President Obama announced plans on Thursday night to use executive action to provide deportation relief to undocumented immigrants. Four polls have attempted to gauge public reaction to a potential use of executive action by the President with mixed results. The most recent effort, by the NBC News/Wall Street Journal poll involved a three sentence introduction that explained both the general concept of presidential executive orders and summarized Obama's rationale for action. It *found net disapproval (48 to 38 percent) of executive action but also considerable uncertainty*. Roughly a quarter of Americans (26 percent) were either completely unsure (14 percent) or offered an opinion only after being pushed for how the "lean." NBC's Mark Murray: "*Not surprisingly, these numbers largely break along partisan lines*: 63 percent of Democrats approve of Obama taking executive action here, versus just 11 percent of Republicans and 37 percent of independents." Questions asked by the ABC/Washington Post and CBS/New York Times polls in September found net support, but these did not define the meaning of "executive action" and asked more simply if Obama should take action "if Congress does not act to address the immigration issue." A similarly worded A USA Today poll question asked in November found net opposition, but posed executive action by the President against waiting "for the new Republican Congress to pass legislation" in January. *Most polls show majority support for a path to legal status* - Scott Clement: "A single NBC/WSJ poll released this week finds a 35-percentage point difference in support for a path to legal status versus a path to citizenship, depending on how the question is worded. The wide variation is nothing new. *Americans' support legal status more when significant strings are attached.* A big reason for the differences in [these findings] is the number of hoops that illegal immigrants need to jump through. Polls show Americans are most likely to support legalization policies that impose significant hurdles for undocumented immigrants to gain legal status. The below table from earlier this year shows how a path to legal status fared in polls, depending on the question wording. This is in part why the 2013 comprehensive Senate bill polled extremely well -- lots of specifics on the path to citizenship. A key issue to watch in Obama’s executive action is what requirements (if any) will be needed for undocumented immigrants to avoid deportation. The more, the better -- at least as far as public perception goes." [WashPost]

*Immigration increasingly viewed as important* - Pew Research: "A growing share of Americans views the passage of immigration legislation as an important priority. About six-in-ten (61%) Americans said in aJuly survey that passage of significant new legislation on immigration was extremely or very important. That view was held by similar shares of Democrats, Republicans and independents. However, when it comes to specifics of policy changes, the nation is divided along party lines. *About two-thirds (66%) of Hispanic registered voters said in a Sept.-Oct. survey that passing new immigration legislation soon is extremely important or very important*. Republicans are more likely to say tougher law enforcement and stepped up border security is the top priority. Democrats are more likely to favor putting equal priority on tougher enforcement as well as finding a way for those in the U.S. illegally to become citizens." [Pew]

*Obama's ratings are lowest on immigration* - Kathy Frankovic: "The president’s approval rating on immigration lags behind his ratings on the economy and health care, especially among Democrats...*Barely a third of the country in the latest Economist/YouGov Poll approve of the way he is handling immigration*, fewer than approve on other major concerns like the economy and health care, or approve overall. More than four in ten approve of the president’s overall performance, his handling of the economy, and his performance on health care. About half disapprove of all three. [YouGov]

*How will Latinos respond?* - Matt Barreto: "Polling data suggest that the response from Latinos to this announcement will be overwhelmingly positive. Latino Decisions' 2014 election eve survey found that *58 percent of Latino voters personally know at least one undocumented immigrant*. In our June 2014 national poll on behalf of the Center for American Progress, we found that 87 percent of Latinos supported the president's use of executive authority to provide relief from deportation for undocumented immigrants who have U.S. born children. In the Latino community, almost everybody supports keeping families together...The GOP is treading on very thin ice with Latinos, and if the party aggressively opposes -- legally, or even rhetorically -- the president's immigration actions, Republicans risk solidifying their anti-immigrant image with Latinos, and also Asian Americans." *What impact on 2016?* - Nate Cohn: "[A] a close look at demographic data and recent election results suggest that the Republicans do not necessarily need significant gains among Hispanic voters to win the presidency. Yes, the next Republican presidential candidate will be making a big gamble if he or she doesn’t make meaningful gains among Hispanic voters, especially in Florida. But the Hispanic vote cannot single-handedly determine the presidency, as one could be forgiven for believing based on post-2012 election commentary. *The Republicans have a path to the White House without Hispanic voters. It’s just a harder one.*...Hispanics represent more than 5 percent of eligible voters in just three battlegrounds: Florida, Nevada and Colorado....[I]f the Republicans don’t make any gains among Hispanic voters, they will be taking a big risk. Hispanic voters are still important — and it’s easy to imagine a situation in which Republican gains among Hispanics are in fact necessary to win. That situation turns on Florida. *AMERICANS SEE CLIMATE CHANGE AS A BIGGER RISK TO OTHER COUNTRIES* - PRRI: "In the wake of a climate deal with China and congressional vote on the Keystone XL pipeline, a new national survey finds that few Americans believe they will personally be harmed by climate change but that it poses significant risk to people in poorer countries. The PRRI/AAR Religion, Values and Climate Change Survey finds that less than one-quarter (24 percent) of Americans believe that they will be personally harmed a great deal by climate change, while 30 percent say climate change will affect them a moderate amount. Nearly half say climate change will cause them little (23 percent) or no (22 percent) harm. In contrast, *a majority (54 percent) of Americans say that people living in poorer developing countries will be harmed a great deal as a result of climate change*, while 20 percent say people in developing countries will experience a moderate amount of harm….On policy, the survey finds a majority (52 percent) of Americans support the building of the Keystone XL pipeline with 37 percent of Americans opposed. At the same time, nearly 6-in-10 (57 percent) Americans favor stricter limits on the amount of carbon dioxide emitted from power plants even if they raise the price of goods and services, while 38 percent of Americans are opposed." These Ferguson Protesters Have Become Some Of The Movement's Most Prominent Voices

Johnetta "Netta" Elzie is part of a small group of activists in Ferguson, Missouri who have become essential sources of information about the protests.FERGUSON, Mo. --

In the beginning, they came to the protests just like everyone else. Alexis Templeton and Johnetta Elzie put their college studies on the back burner so they could join the marchers on West Florissant. Molly Gereider, a paralegal in nearby Creve Coeur, would come by after her workday was over. Larry Fellows III took time off from his job at a health insurance company in St. Louis. And Deray McKesson drove all the way from Minneapolis, more than 400 miles to the north, motivated by a sense of outrage at the death of Michael Brown and a desire to show support for the black community in Ferguson, Missouri.

"I took off work," McKesson told The Huffington Post. "I made a Facebook status. And then I drove nine hours to Ferguson, not knowing anyone."

They didn't intend to become full-time protesters. But for more than 100 days now, they have stayed, facing tear gas, pepper spray and arrest -- and becoming part of the tight-knit "protester family" here in the process.

The national media has once again descended on Ferguson in anticipation of the grand jury decision on whether to indict Darren Wilson, the police officer who on Aug. 9 fatally shot Brown, who was 18 and unarmed. That decision is expected to be announced before the end of the month, and possibly as early as Sunday. When it happens, media focus is likely to fall on this small group of activists, who have, among others, gradually become de facto spokespeople of the protest movement. Through regular updates on social media and by other channels, they have established themselves as essential sources of information from the protests’ front lines.

"The news wouldn't stop," McKesson, 29, told The Huffington Post, recalling the period immediately after Brown's death. "Every day all this stuff was coming out, and for us in the protest community, so much was happening so quickly. We do this so that every day people can be reminded of what's happening."Deray McKesson has traveled from Minneapolis to Ferguson multiple times since August.
Since August, McKesson has made frequent trips to Ferguson from Minneapolis, where he works as a human resources director for the city's public schools. In October, he created the Ferguson Protester Newsletter, a free roundup of news, tweets, photos and resources for activists and their supporters. At least 5,000 subscribers receive the newsletter in their email, more or less every day.

McKesson said he decided to put the newsletter together because he wanted to continue to support Ferguson even when he was several states away.

With the help of others, McKesson has also established a text message system to let people know when the grand jury's decision is made public. Anyone can sign up to receive the alert, and more than 13,000 people have done so.

Since the end of October, McKesson has also helped organize a series of weekly conference calls, dubbed Ferguson Firesides, in which a panel of activists discuss their experiences in Ferguson and answer questions from listeners across the country. He and his fellow activists have also written a series of open letters about Ferguson that have been published in a number of news outlets, including The Huffington Post.

Elzie, 25, had been pursuing a degree in communications at Southeastern Missouri State University but decided to take a semester off in order to support the protests full-time. Now she is helping McKesson write and edit the newsletter.

"It was our chance to make sure the narrative stayed on track and refute all misconceptions that would be told through the media," said Elzie.

No one appointed them to this role -- and indeed, all of them are quick to stress that the protest movement has no official leaders. Yet McKesson, Elzie and the others have all been active on social media, posting regular updates from the protests. In the early days following Brown's shooting, national news organizations highlighted their tweets and photos and contacted them for interviews. Soon, they became go-to sources of firsthand, real-time information from the area.

Templeton, 20, saw her Twitter following swell from about 1,000 people to more than 8,000. Soon she found herself paying more attention to social media than to her classes at the University of Missouri-St. Louis.

“You go to class and all you can do is look at your Twitter feed to see what’s going on and make sure no memorial is being burned down, or people aren’t getting beaten by the police,” said Templeton.Larry Fellows III took time off from his job to join the Ferguson protests.
In recent weeks, some of the most visible activists have taken on responsibilities beyond simply broadcasting information about the events in Ferguson. For example, Ferguson Mayor James Knowles recently appointed Templeton to a task force that is working to form a citizens' police review board.

Gereider, 28, regularly attends meetings of the St. Louis County Council and has testified to them about issues affecting the black community in the area. She also organized a question-and-answer session in October between St. Louis police Chief Jon Belmar and a handful of protesters.

After 13 protesters were arrested on Oct. 3., Fellows helped negotiate their release from custody. He regularly attends meetings with different groups seeking justice for Brown.

“To see my people unified and fighting for the same actions has been inspiring,” he said. “When I’m away from home, to talk about it and show people that we are still protesting is amazing.”

The activists say they have no plans to stop their work, even once the grand jury's decision becomes known.

“In education, I fight for kids to be able to learn,” said McKesson. “In Ferguson, I fight for the right for kids to live. Both matter. Both will continue after the grand jury’s announcement.”

Gereider also said she'll continue to attend meetings and hold Missouri officials accountable for their policies. “We must push for lasting changes," she said. "We don’t want systemic and individual racism to continue in St. Louis and go unchecked."

Templeton plans to work with Millennial Activists United, a local grassroots group that formed in August with the aim of bettering the community. Elzie is considering working with a social justice organization. Regardless of what happens next, she said, she will continue writing.

"My grandparents always said my generation doesn't stand up for anything," Elzie said. "They said I don't fight for anything. Well, here I am."Molly Gereider said the protesters have become like a second family to her. Reported by Huffington Post 5 hours ago.

WASHINGTON -- House Republicans sued the Obama administration Friday over its implementation of President Barack Obama's health care law, saying he had overstepped his legal authority in carrying out the program.

GOP lawmakers filed the lawsuit in federal district court in Washington the morning after Obama announced unilateral executive actions to expand protections for millions of immigrants who came to the U.S. illegally. While Republicans complained that Obama had unconstitutionally exceeded his powers with those actions, the suit filed Friday didn't address immigration.
The House has an obligation to stand up for the Constitution, and that is exactly why we are pursuing this course of action.

"If this president can get away with making his own laws, future presidents will have the ability to as well," Boehner said in a written statement announcing the lawsuit. "The House has an obligation to stand up for the Constitution, and that is exactly why we are pursuing this course of action."

The House authorized the lawsuit in a near party-line vote in July as congressional re-election campaigns were heating up. Democrats said Obama had acted legally and said the GOP measure was a political stunt aimed at motivating conservatives to vote and distracting them from calls by some to go even further and impeach the president.

The lawsuit was filed Friday against the departments of Health and Human Services and the Treasury.

It accuses Obama of unlawfully delaying the health care law's requirement that many employers provide health care coverage for their workers.

It also accuses him of illegally making $175 billion in payments to insurance companies from a federal account that is not authorized for that purpose.

Congressional Republicans have all opposed the health care overhaul. The GOP-led House has voted over 50 times to repeal it or pare it back.

Executive Amnesty: 400,000 Illegal Immigrants Eligible for Free Health Services in California Roughly one million undocumented immigrants in California qualify for President Obama’s executive action of deferred deportation he announced on Thursday. Of those 40% will be eligible for the states free Medi-Cal health services, while the remaining will be ineligible under the program’s income requirements.

Medi-Cal is the state’s name for Medicaid, a federal health services program for people who have low income. According to KQED News, the newly protected illegal immigrants do not qualify for other benefits of the Affordable Care Act and are not eligible for subsidies on the Covered California exchange.

“They’ll be in the same situation as DACA,” said Gabrielle Lessard, a health policy attorney with the Los Angeles office of the National Immigration Law Center. Lessard was referring to a 2012 executive action by the president known as the Deferred Action for Childhood Arrivals. DACA granted deferred deportation to children born in America from parents who were in the country illegally.

California extends Medicaid benefits to DACA immigrants while most states do not. Ronald Coleman, government affairs manager for the California Immigrant Policy Center, explained to KQED in the California Report that deferred deportation means that the immigrants are now legal in the eyes of the law. He asserted that “California has historically covered broad populations of immigrants who reside in the state.”

Coleman added all those that qualify for deferred deportation are “work eligible and, as lawfully present immigrants, they will be eligible for the state Medi-Cal program … if they are income eligible.”

A Department of Health Care Services spokesman, Tony Cava, told KQED that so far they have not received any specifics on Obama’s latest executive action so they are “unable to assess any impact it might have on Medi-Cal services.” 

Cava pointed out that any illegal immigrant requiring emergency health services must be taken care of and that none of their personal information can be used “for any type of civil immigration enforcement action under U.S. Immigration and Customs Enforcement law.”

Nevertheless, illegal immigrants remain reluctant to enroll in health insurance programs for fear of being deported or revealing the identity of other illegal relatives. Reported by Breitbart 3 hours ago.

House Republican's, lead by John Boehner (R-OH), have filed an expected lawsuit regarding the implementation of the Affordable Care Act.

The lawsuit focuses on two actions: the white house acting without congressional authority in delaying the employer mandate provision an challenges the administrations giveaway of $175 billion to insurance companies.

The Obama Administration delayed the employer mandate twice, postponing employers with 50 to 99 employees the requirement to offer health insurance.

The lawsuit argues that the $175 billion, to be paid to companies over 10 years, is an unlawful transfer of funds because Congress has not appropriated the money.

This announcement comes less than a day after President Obama's speech on immigration reform through executive action.

It has been reported that the Republicans have had a difficult time keeping legal representation for the lawsuit. After two law firms dropped the case, the GOP has hired constitutional lawyer Jonathon Turley.

"Unilateral, unchecked Executive action is precisely the danger that the Framers sought to avoid in our constitutional system. This case represents a long-overdue effort by Congress to resolve fundamental Separation of Powers issues. In that sense, it has more to do with constitutional law than health care law," he said.

John Boehner, in a press conference today, explained his actions.

“The President made 28 unilateral changes to the Affordable Care Act. He has created an environment where the members would not trust him. Trying to find a way to work together was virtually impossible.

President Obama Acts to Right Wrongs That Affront Our Ideals

Look at 10-year-old Stephanie Pucheta's face on the video, sad but determined to tell her family's story. She describes the day her father was put in jail and then deported, putting a stop to his helping her with her homework and playing with her in the park. Her mother is seriously ill, but the immigration officials did not take that into account. Times are very hard for them now. Stephanie doesn't think the laws are fair, and dreams of becoming a lawyer to help immigrants get protection. She wakes up every morning, she tells us, wondering why they didn't let her father stay.

Stephanie's story is at the heart of President Obama's action to stop deporting parents of citizen or permanent resident children. Americans believe that parents should be able to raise their children. When parents and children fear each day that they may be split apart, and hundreds of thousands of parents are wrested from their children, it is an affront to our deepest values. So, after waiting more than 500 days for the House of Representatives to take up the comprehensive immigration reform bill passed by the Senate, the President called us back to those values and used his authority to protect children and parents.

Another cherished American ideal: that we are a nation of laws. The President acted within his legal authority to focus enforcement of immigration laws on felons, not families. Despite accusations that the President was assuming the role of "emperor," he is taking limited steps, as did Presidents Reagan, George H.W. Bush, and every other president over the past 50 years. He cannot do all that is needed on his own. Congress should send him legislation to sign, so immigrants can have a path to citizenship, with the responsibilities and benefits our nation requires and provides.

But it is a cause for celebration that the President waited no longer to take action. Nothing is more damaging to our democracy, to the American ideal, than to have millions of people unable to participate fully, unable to seek the protection of law or the full opportunities to advance. Workers whose employers fail to pay them what they are owed are too fearful to seek redress from the authorities. In 2012, there were 8.1 million unauthorized immigrants working or looking for work. In California and Texas, 9 percent of the labor force is undocumented immigrants; in Nevada, it's 10 percent. When so many are unable to stand up for their rights in the workplace, it depresses wages and working conditions for everyone. That is in part why the Congressional Budget Office estimated that the immigration reform legislation passed by the Senate would boost the economy and increase tax revenues. A low-paid underclass of workers holds us all back.

If we want to live up to our ideal of government by law, we must provide legal status to most of those living in our communities. A few years ago, I got the chance to visit Alabama with a delegation of women leaders, to see the consequences of that state's harshly restrictive anti-immigrant law. We heard from women who were routinely stopped by police for trumped-up reasons in the early morning as they drove to work. The police knew they were denied drivers' licenses, but had to drive in order to survive. It was a cash cow for the local government: police would impound their cars and force them to pay a fine to get them back - repeatedly. Employers want their labor, but their vulnerable status creates a climate of corruption that taints us all.

And most centrally, nothing is further from the American ideal than the government wresting parents from their children. Pew Research tells us that about 7 percent of elementary school students had at least one unauthorized immigrant parent in 2012. About 8 in 10 of these children are citizens. The President's order will at least temporarily end the fear of deportation for parents who have been in the country for five years or more and who do not have a serious criminal record.

This is not all that must be done to repair our damaged national fabric. Millions of our neighbors are not covered by this order. None of the 5-plus million helped so far by the executive orders are eligible to buy health insurance through the exchanges; no matter how poor, these immigrants cannot qualify for any benefits. But this is a long journey, and immigrants know all about long journeys. Thank you, Mr. President, for taking some important steps to make our nation stronger and better.
