Mayor Bill de Blasio signed an executive order Tuesday morning that will raise the minimum wage for workers employed by private companies that receive more than $1 million in city subsidies.

The order, which took effect as soon as the mayor signed it, raised minimum wages to $13.13 for employees without health insurance, and bumped it up to $11.50 if workers receive benefits.

De Blasio said some 18,000 employees of private companies in retail, food service, construction and other industries will ultimately receive higher wages over the next five years.

The signing was held in St. Mary’s Park in the Mott Haven neighborhood of the Bronx, which the mayor called a “wonderful neighborhood full of hardworking people,” with a median household income of $20,000 annually.

“That’s the state of affairs in this city, and all over the country right now, and it’s not acceptable,” de Blasio said. “You do not need to be a math major to know that $20,000 a year doesn’t cut it in New York City."

The living wage increase is a stepping stone to raising the minimum wage in New York State to $10.10, de Blasio said. Right now, the state minimum wage is $8 an hour, set to increase to $8.75  on Dec. 31, and to $9 by the end of 2015, according to the National Conference on State Legislatures.

Before signing the executive order, which bypassed City Council, de Blasio said a single parent working full-time and making minimum wage in New York City makes $270 above the poverty line.

“So, sadly, a minimum wage job means you’re on the verge of poverty, even if you’re working a full work week,” de Blasio said.

Borough presidents, city council members and other officials attended the signing, including U.S. Labor Secretary Thomas Perez. Perez called “fair wages” a “centerpiece of President Obama’s agenda,” and that the president has been calling on Congress to raise the federal minimum wage to $10.10.

“I speak to people who are making choice between a gallon of milk and a gallon of gas. I remember a guy I spoke to recently who said, you know, there is no dignity in work when you work a 40 and 50 hours week and you still have to get food through a pantry,” Perez said.

The labor secretary said Republicans were to blame for blocking minimum wage votes, and cited Australia as a conservative government where the country’s minimum wage is at $16.

Covered California marks 1st year with millions more insured

Covered California, the state-run health insurance marketplace created by the federal Affordable Care Act, turns a year old Wednesday. In the early days, California’s rollout hit some snags with delays in online enrollment and outages, but those technical glitches paled compared with those of the federal government’s website, healthcare.gov. Some people who bought policies through the exchange found themselves suddenly dropped and moved into to Medi-Cal, the state’s version of Medicaid for the poor that was expanded under the federal health law. “This has been the biggest change since Medicare,” said Covered California spokesman James Scullary, referring to the federal health program for the elderly and disabled that started in 1965. [...] Covered California last month began a $94 million marketing and community outreach campaign with hopes of reaching another 500,000 uninsured Californians, which would bring 2015 insurance enrollment to more than 1.7 million state residents. The state Department of Health Care Services is also busy whittling down a backlog of pending Medi-Cal applications from a high of about 900,000 in March to 250,000 as of Sept. 23. Alameda County Supervisor Wilma Chan, who is hosting an event Wednesday at Oakland’s Asian Health Services to honor Covered California officials and mark the anniversary, said there is plenty to celebrate. “Ninety percent of physicians in the state are in a Covered California plan — not an all-in-one plan — but people have the choice to take charge of the situation and find a plan with a network that works best for them,” said Charles Bacchi, executive vice president of the California Association of Health Plans, an industry trade group. Consumer Reports Releases Annual Health Insurance Plan Rankings—Identifies Plans That Avoid Overuse of Healthcare Services

Analysis Found only 86 Plans Meet CR Criteria

YONKERS, NY (PRWEB) September 30, 2014

For the fifth year in a row, Consumer Reports published rankings of hundreds of health insurance plans across the United States to help consumers determine which ones may be best for them. New for 2014, Consumer Reports evaluated private (employer-based) plans in a category called “Avoiding Overuse” that looks at how well plans perform in key areas such as avoiding inappropriate use of antibiotics and limiting imaging tests for lower-back pain. These are treatments that when used inappropriately, can expose patients to harm, and also drive up costs.

The report is available in the November issue of Consumer Reports and on ConsumerReports.org. The latest health plan rankings are available for free online at http://www.ConsumerReports.org/healthinsurance.

The rankings data come from the National Committee for Quality Assurance (NCQA), a respected non-profit quality measurement and accreditation organization. Overall, Consumer Reports and NCQA have information on more than 1,000 private, Medicare Advantage, and Medicaid plans. Consumer Reports used NCQA data to develop the “Avoiding Overuse” designation for private plans.

A good health plan should provide high quality care and help members avoid unnecessary medical care. That can help cut health care costs and reduce the risks that come with all medical tests and treatments. To earn Consumer Reports’ Avoiding Overuse designation (indicated by a checkmark), plans must have sufficient data, score higher in overall quality, and do better in at least three of the following areas: avoiding inappropriate use of antibiotics, limiting imaging tests for lower-back pain, reducing hospital readmissions, avoiding overuse of emergency rooms, and reducing overuse of invasive heart procedures. Consumer Reports looked at these areas because they are situations in which patients can be overtreated or inappropriately treated, potentially causing harm, and increasing costs.

The analysis of 507 ranked private plans identified 86 plans that got an Avoiding Overuse designation, earning check marks if the plan met the threshold for quality and met CR’s standards in three of the five criteria mentioned above. Many more—168 plans—met the quality threshold alone but did not meet the Avoiding Overuse criteria. And, 219 plans met neither the quality nor the overuse criteria. That could be because they had lower results for these measures or they did not report the data needed for the Avoiding Overuse analysis.

Consumer Reports’ publication of NCQA’s quality rankings of more than 1,000 private, Medicare Advantage, and Medicaid health insurance plans nationwide can be viewed through the lens of coverage via an employer (or through a family member’s employer), through Medicare or Medicaid, or insurance on-your-own through the new health exchange marketplaces.

Online, Consumer Reports also provides NCQA’s quality rankings for Medicare, Medicaid, and private (those you purchase through your employer) plans. For each plan, consumers can find the overall quality of the plan (based on a 1 to 100 scale) that reflects the plan’s performance across many aspects of care. These include cancer screenings, immunizations and other preventative services, and treatments for chronic diseases such as heart disease, osteoporosis, and mental illness. Customer satisfaction and results from NCQA accreditation surveys also contribute to the overall scores.

Consumer Reports has also created a free online tool at http://www.HealthLawHelper.org to help consumers better understand how they may be affected by the Affordable Care Act. Based on responses to a few questions, the tool provides a customized, printable report that identifies what an individual consumer should look for in the insurance marketplace. The tool does not require users to provide their name or other personally identifying information. The tool is also available in Spanish at http://www.AseguraTuSalud.org.

States With More Abortion Laws Have Less Support For Women And Children's Health: Report

The states with the highest number of abortion restrictions also have the fewest policies in place to support women and children's health and well-being, according to a new report released Wednesday by reproductive rights groups.

The study, conducted by Ibis Reproductive Health and the Center for Reproductive Rights, found that a state's performance on indicators for women and children's health and well-being is inversely proportional to the amount of anti-abortion laws in that state. States with mandatory ultrasound laws, mandatory waiting periods and shorter gestational limits on abortion, for example, generally have higher rates of obesity, child and maternal mortality, teen births and women and children without health insurance.

The report comes at the tail end of a three-year wave of new abortion restrictions. States enacted more abortion restrictions between 2011 and 2013 than they had in the entire previous decade, and more than 250 anti-abortion bills have been introduced in state legislatures this year alone. These include mandatory waiting periods, counseling and ultrasounds before abortions, harsh building standards for abortion clinics, insurance coverage restrictions, gestational limits and restrictions on non-surgical medication abortions.

Three states -- Kansas, Mississippi and Oklahoma -- have fourteen anti-abortion laws each on the books. Twenty-two states have 11 to 13 abortion restrictions in place, and only one state, Vermont, has zero, according to the report.

Vermont, along with New Hampshire and Iowa, scored the highest in terms of overall indicators of women and children's health and well-being. New Hampshire has only two abortion restrictions, and Iowa has six.

Most states with more than 10 abortion restrictions in effect, including Mississippi, Oklahoma, Arizona, Indiana, Florida, Arkansas, Alabama, Louisiana, Missouri and Texas, scored near the bottom.

The report considered a wide variety of indicators of well-being for women and children, such as asthma prevalence, the percentage of adult women who had received a pap smear in the past three years, drug abuse, HIV and domestic violence incidence, maternal and infant mortality rates, children receiving dental and mental health care, high school graduation rates and the number of suicide deaths among women. The report also considered policies that support women and children's health, such as whether a state had moved forward with Medicaid expansion, requires reasonable accommodations for pregnant workers and implements strong family and medical leave policies.

The report's main limitation is that it does not adjust for poverty, which is a major contributing factor to people's overall well-being. But the report notes that low household income does not explain all of the differences among the states in these areas. Texas and Arizona, for example, are middle-income states, but have some of the lowest scores for women and children's health. And three of the poorest states in the country -- Montana, New Mexico and West Virginia -- received higher scores for health and well-being than other poor states with more abortion restrictions.

“This report exposes the flimsy claims of politicians who have been shutting down women’s health care providers under the patently false pretext of protecting women’s health," said Nancy Northup, president and CEO at the Center for Reproductive Rights. "Fox & Friends" host Elisabeth Hasselbeck became upset during this morning's show when infectious disease specialist Dr. Dalilah Restrepo explained in a professional, calm and accurate manner how Ebola is spread.

Dr. Restrepo informed the anxious Fox News host that Ebola could only be spread via contact with bodily fluids, noted Mediaite.com (video below).

“You have a very calm tone,” Hasselbeck stated. “It must come by nature with what you do professionally, doctor. The rest of us are saying, 'Wait a minute, there’s a lot of panic when it comes to the flu, to lice.' As a parent, I’m thinking, ‘Well there should be a little bit of a justification for worry here.'"
