2013 Census Data on Poverty, Income Tells a Story About Our Priorities

The US Census Bureau released its 2013 report on Income, Poverty and Health Insurance today. The data offered a mix of good news and bad news. They also offered an underlying story about priorities. It turns out, we get results in the places we invest. The question is, are we investing in the right places?

First for some good news. Last year saw genuine improvement for children. The child poverty rate in the United States went down to 19.9%. (Let's stipulate that a 20% child poverty rate in a country as prosperous as the United States still is not, in fact, good news, but that downward trends are worth a moment of appreciation for what they represent.) This is the first time we have seen a decrease in the childhood poverty rate in the US since 2000. Census Bureau staff largely credited the change to an increase in year-round, full-time employment for families with children - which went up by about 1 million families over 2012.

Hispanic households in the US also saw improvement over 2012. Their poverty rate decreased from about 25% to 23.5%. This was the only racial group with a statistically significant decrease in the poverty rate. In addition, households headed by those 15-24 years of age and those age 65+ saw real increases in their median household incomes. This is good news for two populations that tend to be particularly vulnerable - both in terms of overall economic security and in terms of getting jobs.

Lastly, the Census Bureau's use of the newer, Supplemental Poverty Measure (SPM) - which takes into account non-cash benefits such as the Supplemental Nutrition Assistance Program (SNAP) and the Earned Income Tax Credit (EITC) - demonstrated that such programs work. They have a significant impact on poverty rates. Social Security reduced the supplemental poverty rate by 8.5%, while SNAP and the EITC together reduced it by another 4.6%.

Now for the bad news. Median household incomes stayed flat over last year. Worse, they have yet to return to 2001 levels - not 2007 before the Great Recession, but six years before that. A little back-of-the-envelope math shows that, on average, median household incomes across all races remain nearly 10% below what they were in 2001. Worse, the bottom 10% of households has not experienced a statistically significant increase in household earnings since 1973. By comparison, the top 10% has seen a 37% increase over the same time period.

Just as important, the data are riddled with racial disparities. Racial differences impact median household income, rates of health insurance coverage, overall poverty, and rates of change across these factors over time. In the majority of instances, Black and Hispanic households experience worse outcomes.

The Black poverty rate in 2013, for example, was 27.2%, compared to 9.6% for Non-Hispanic Whites. While the 2013 median household incomes were $67,100 and $58,300 for Asian and Non-Hispanic White households respectively, they were $41,000 and $34,600 for Hispanic and Black households. These trends cannot be and are not explained by some kind of inherent difference in race. This is a systemic picture.

Which brings us to the headline between the lines. When we put people back to work, kids experience less poverty. When we invest in supports for families, they experience less poverty. As one of the Census Bureau staff members noted on a conference call today, when households earn more, poverty rates go down. We know how to help households earn more. We've been doing it brilliantly for households that already earn more through asset building, increasing job markets that demand high-skilled labor, and increasing stock market health by 40-60% over the same period that median household incomes dropped 10%.

We invest where our priorities are, and get results. We are not seeing great results for people of color. We are not seeing changes in median household income for the bottom 50% of households in America. Investments like SNAP, Social Security and the EITC have made a difference. Yet, all have been under attack.

So where should we invest? In training for the knowledge economy, small scale manufacturing in cities and a "green" workforce that puts people in jobs while turning our country energy independent. Protect non-cash programs like SNAP and EITC, scale them up and model other interventions after them. Create public policies that build assets for non-stock holders, using mechanisms like matched savings, other tax credits and asset-based welfare.

I once heard CNN commentator and former White House official David Gergen say that budgets are "moral documents." Results paint a moral picture, too. The latest Census Bureau statistics show us where we've been investing, and they offer a map of where we could have even greater impact going forward. Reported by Huffington Post 4 hours ago.

Photo: Massachusetts Health Connector[/caption] The total cost of implementing a new Massachusetts health insurance exchange could exceed $1 billion over two years, according to a new report that is being roundly dismissed by the Patrick administration. [related tag=”Boston” limit=5] The report, published Wednesday by the Pioneer Institute's senior fellow Josh Archambault, estimates that taxpayers will have spent more than $600 million to implement the new exchange, which includes the cost of rebuilding the balky website after a failed rollout last fall. Another $540 million will be poured into a temporary Medicaid program created to insure the hundreds of thousands of residents who could not sign up for new health insurance under the Affordable Care Act due to the web problems, Archambault writes in the report. "These budget numbers are a call to action," he wrote. "Unlike in other states with faulty exchanges where multiple investigations have been opened, our elected officials have been surprisingly quiet given the website's failure." Archambault said much of the expense could have been avoided if Massachusetts had joined the federal healthcare.gov exchange in 2014. He called on Inspector General Glenn Cunha to open an investigation into the failed Connector site and to do a full accounting of how state money has been spent, and said the U.S. Health and Human Services Inspector General and the F.B.I. should add Massachusetts to the list of states under review to see if officials lied about the progress of the site to keep federal dollars flowing. Gov. Deval Patrick, who is traveling in England and France on Wednesday, issued a statement blasting the Pioneer Institute and its report. "One thing I won't miss is having to answer spurious charges from the Pioneer Institute based on politics rather than facts," Patrick said. "The truth is that Massachusetts is still successfully expanding health care and doing so within budget. The philosophical objections to the ACA of this reliable critic don't change that." Administration and Finance Secretary Glen Shor, who chairs the Health Connector board, suggested the Pioneer report is "full of double counting and errors," pointing as an example to one line-item listed for $105 million to pay new IT vendor Optum that was a revised contract estimate presented at a board meeting, not a new expense. The administration also took issue with Archambault not differentiating between federal and state tax dollars and using charts in the report that compare two years of Connector costs to single years of spending on public health, early education, housing and economic development. "We know the Pioneer Institute is fundamentally opposed to the Affordable Care Act. They are not an objective source of expertise or analysis on the cost of implementation and this is an attempt to misrepresent to advance their policy issues on political grounds," Shor said. The administration initially received $174 million from the federal government to build its state-based health exchange under the ACA. When the first site failed, the state hired new contractors to rebuild the site and now estimate that it will cost an additional $80 million to finish the IT project. Shor also said the federal government has reimbursed the state for 50 percent of the cost of insuring over 300,000 residents on temporary Medicaid coverage until they can be placed in final plans, and MassHealth remained within budget for fiscal 2014 despite the unanticipated program. Without trying to rebut each point and suggesting even a few errors would not meaningfully change the bottom line, Archambault said part of the reason he did the report was to try to pry loose information he feels is being withheld. "I made it clear in the report this was a possibility because they haven't been completely transparent," Archambault said. Shor took issue with Archambault's charge that the administration has been less than transparent, citing numerous public briefings, reports and testimony to legislative committees about progress being made on the new website, and its cost. While many residents in temporary Medicaid will ultimately qualify for subsidies, Archambault said it remains unknown how many of that population should not have been receiving government help. The state and the Centers for Medicare and Medicaid Services plan to reconcile the subscribers later this year once they are determined for their permanent coverage option. "We also knew that offering more expansive options would require additional state and federal funding," Shor said. "We support the Affordable Care Act because we know it builds on the success of Massachusetts health reform. They oppose it on policy grounds and are throwing numbers around recklessly and inaccurately to cloak what is a broader opposition to the ACA. Administration officials did not put a total price tag on costs of ACA implementation, but said the cost estimates associated with the failed website are far lower than the report suggested. The Immigration Silver Bullet: Insurgents Chart a GOP Path to Victory How can Republicans recapture the U.S. Senate from Harry Reid and the Democrats? A new Politico poll points to a winning strategy — if GOP leaders have the courage to use the remaining seven weeks to nationalize the elections around one game-changing issue.

Under the headline, “GOP has edge on immigration in midterms,” Politico offered a surprising review of battleground House and Senate races. The generally liberal publication found that two-thirds of likely voters disapprove of President Obama’s handling of the issue — and that even independent voters trust the GOP over the Democrats on the subject.

The crystalizing issue: the Texas border crisis. While the administration and the liberal media have used the emergency to shill for open borders, everyday Americans have reiterated their support for law and order. According to the poll, nearly half (49 percent) of respondents believe migrant children should return to their homeland; only 29 percent want them to stay.

The Politico tally is no outlier. It mirrors Gallup polls confirming that American attitudes this election year favor immigration control. In June, Gallup reported that just 22 percent of Americans want to increase immigration levels (while 41 percent want to see immigration actually reduced), while Gallup last month ranked “illegal immigration/illegal aliens” as the country’s No. 2 problem.

That’s not what the GOP old guard wants to hear. As late as January, establishment Republicans — including former Majority Leader Eric Cantor — were clamoring for the GOP to strike a so-called “reform” deal with Obama. From Jeb Bush and Paul Ryan to Karl Rove and Reince Priebus, old schoolers continue to believe that delivering amnesty and further boosting immigration will redeem the 2012 Romney defeat and magically transform Hispanics into Republicans. Just this week, John Feehery, an influential adviser to conservative House Majority Whip Steve Scalise, encouraged the party to quickly deliver amnesty legislation if the party wins the Senate.

Yet the polls vindicate a cadre of insurgents who have, in the past few months, managed to transform the debate — and the GOP — by standing for American sovereignty, national security, and solidarity with anxious middle-income workers. From Alabama Sen. Jeff Sessions to radio host Laura Ingraham and Breitbart News, these pacesetters — some Republican, some independent, but all patriots — understand that big themes win elections. Rather than making nice with an unpopular president, they’re offering voters the proverbial “choice, not an echo,” reflecting the sentiments of a Middle America ignored by both parties for a generation.

In touch with heartland voters, these insurgents understand that “comprehensive immigration reform” would be political suicide, akin to “comprehensive health insurance.” As Daniel Horowitz recently observed on Breitbart:



Ponder for a moment where we would be politically if Republicans had spent the past five years promoting Obamacare and targeting the GOP’s own members with millions of dollars’ worth of ads beckoning conservatives to support Obama’s signature legislation. Well, that is exactly what Republicans have done with the immigration debate.



Indeed, voter pushback explains why Obama has postponed his pending (and unconstitutional) amnesty decree until after the election; why the Senate Gang-of-Eight immigration reform package, backed by an out-of-touch House leadership, went nowhere; why Cantor became the first Majority Leader to lose a primary; and why the House woke up to pass tough legislation in June that yanks at the roots of the president’s concocted border crisis.

Much of the credit for this remarkable shift belongs to Sen. Sessions, who has done more than anyone on Capitol Hill to foil the amnesty schemes of the president and his Republican predecessor. Hailed by journalist Mickey Kaus as the only Capitol Hill Republican who won’t sell out to Wall Street and the globalists, the Alabaman has indicted the political class for placing the interests of multinational corporations and foreigners ahead of 20-plus million unemployed and underemployed citizens.

In a courageous floor speech last week, the Alabama senator continued to challenge the malefactors of great wealth, “the masters of the universe” — especially the tech oligarchy of Silicon Valley — who demand more H-1B guest-worker visas to flood an already lousy labor market and depress wages even further.

Also leading the resistance has been Laura — the Iron Lady of talk radio who helped Dave Brat bring down Cantor — as well as media hosts Sean Hannity and Mark Levin. Meanwhile, Breitbart boosted public anxiety over illegal immigration and Obama’s leadership with exclusive coverage of the border crisis, and forced Marco Rubio’s about-face on amnesty.

Yet to capitalize on the “Sovereignty Solution,” the GOP must turn the midterms into a national referendum on Obama’s amnesty plans, a strategy recommended by Sen. Ted Cruz, whose latest video calls for securing the border and holding the Democrats accountable.

James P. Pinkerton, a veteran of the Reagan White House and now a Fox News contributor, argues that Republicans need a 1980 or 2004-type “wave” election highlighting a “wave” issue to win the Senate. He asserts that it’s not too late to nationalize the campaign, recalling Newt Gingrich’s Contract with America, unveiled September 27, just six weeks before the historic 1994 midterm election.

Twenty years later, the issues are different but the strategy remains the same. When a wave comes, candidates must ride it — and most Republican challengers would probably sweep into office on an immigration-control tsunami washing away the Democrats. In fact, we’re halfway there, as tough anti-amnesty spots are being aired in support of GOP Senate candidates in Kentucky, New Hampshire, Michigan, Arkansas, and Louisiana, among the competitive states surveyed by Politico.

Those ads need to be broadcast nationally and especially in battlegrounds, hammering Obama and the Democrats on the risks that porous borders pose to national security and middle-class jobs. If Republicans do that, they’ll retire more than enough Democratic senators to retake the Senate — and lead a transformation of American politics that Karl Rove never saw coming.

With so many changes on the horizon in the healthcare industry, it is more important than ever to stay abreast of the latest healthcare developments that matter to Northeast Ohio. Because there are so many organizations in the region that focus on health, The Center for Health Affairs has expanded its community outreach efforts, participating in dozens of meetings. Below you will find a summary of the various events and organizations The Center has met with to further advance its community outreach efforts in the last few months.

Ohio Alliance for Health Transformation & the Northeast Ohio Medicaid Expansion Coalition (NEOMEC):· While both organizations were instrumental in advocating for the expansion of Medicaid during the last biennium budget, the Ohio Alliance focused on statewide efforts, while NEOMEC represented a consortium of Northeast Ohio providers and community groups pushing for expansion. This year, as providers across the state gear up for the next state budget, The Center will be intimately involved in advocacy initiatives with the Ohio Alliance and NEOMEC, with specific notice paid to data collection.

Healthy Cleveland:· This city-wide initiative, launched in 2011, aims to address the root causes of many persistent health disparities in Cleveland. The city’s four largest health systems – Cleveland Clinic, MetroHealth, Sisters of Charity Health System and University Hospitals – are all participants of the Healthy Cleveland Initiative. The Center was asked by members of Cleveland City Council to participate in Healthy Cleveland’s Health Literacy Committee to develop literature to inform consumers and patients.

Cuyahoga Health Access Partnership:· Initially started as a Cuyahoga County initiative, the Cuyahoga Health Access Partnership, or “CHAP”, is a non-profit dedicated to coordinating healthcare access to Cuyahoga county residents by overcoming financial barriers to care. Many member hospitals have been a part of CHAP since its inception, and, through the association’s community outreach efforts, The Center is pleased to begin working with the group to gear up for the upcoming open enrollment period.

Northeast Ohio Outreach and Enrollment Council (NEO O + E):· Complementary to CHAP in many ways, the Northeast Ohio Outreach and Enrollment Council (NEO O + E) has worked diligently to pull together a consortium of health navigators and assisters to educate the community about the open enrollment process and the new Medicaid options in Ohio. The Center is pleased to begin working with NEO O + E and its shareholders to develop marketing materials and strategic communications for health insurance consumers in Northeast Ohio.

United Way 2-1-1:· The Center was recently contacted by the United Way 2-1-1, a service connecting Northeast Ohio residents with community resources, to explore additional opportunities to collaborate on efforts linking consumers to health insurance. In addition, United Way 2-1-1 asked The Center to participate in meeting unveiling its “Flu on Call” project, which focuses on emergency management in the event of a pandemic, with the Centers for Disease Control and Prevention.

Cardinal O’Malley: Congress must remedy taxpayer abortion funding

Washington D.C., Sep 18, 2014 / 02:18 am (CNA/EWTN News).- The head of the U.S. bishops’ pro-life committee has renewed a call for Congressional action after a new report verified the bishops’ repeated warnings of taxpayer-funded abortion in the Affordable Care Act.

“This report confirms the U.S. bishops’ longstanding concern about abortion coverage that we raised both before and after enactment of the Affordable Care Act by Congress,” said Cardinal Seán O’Malley of Boston, chairman of U.S. bishops’ Committee on Pro-Life Activities.

In a Sept. 16 statement, Cardinal O’Malley responded to a report by an independent government watchdog detailing how abortions are covered by most subsidized health plans offered under the health care law, despite promises to the contrary by President Barack Obama.

The report by the non-partisan Government Accountability Office, released Monday night, revealed abortion coverage present in more than 1,000 qualified health plans in the insurance exchanges created under the law. In addition, mechanisms set up under the law to separate abortion coverage from public funding were not being enforced, the report found.

President Obama had promised in an executive order that no federal funding would go to abortions covered in the law’s health insurance exchanges. The action was meant to quell concerns of a dozen pro-life Democrats who supported the law but opposed any federal funding of abortion. Those congressmen were the last votes needed to pass the law through the House.

The bishops, however, were among pro-life advocates who had warned that the order carried no legal weight since it was not part of the legislation itself and appellate courts had repeatedly required that federal health care laws include abortion funding.

“Only a change in the law enacted by Congress, not an executive order, can begin to address this very serious problem in the legislation,” the bishops said at the time.

Now that these fears have been confirmed, Cardinal O’Malley urged Congress to take renewed action to separate abortion coverage from the rest of the subsidized health plans.

“The only adequate solution to this problem is the one the Catholic bishops advocated from the beginning of the health care reform debate in Congress: Bring the Affordable Care Act into compliance with the Hyde amendment and every other federal law on abortion funding, by excluding elective abortions from health plans subsidized with federal funds,” he stated.

Since the passage of the Affordable Care Act, members of Congress have attempted to pass legislation that would preserve the Hyde Amendment's ban on abortion funding under the Affordable Care Act.

Congressional Reps. Chris Smith (R-N.J.) and Dan Lipinski (D-Ill.) along with 163 other members of Congress co-sponsored the No Taxpayer Funding for Abortion Act, which would exclude insurance plans covering abortion procedures from receiving federal tax funds.

Although the bishops have called for health care reform in the U.S. for decades, concerns including abortion funding and conscience rights ultimately prevented them from supporting the Affordable Care Act in 2010.

During deliberations over the law, they warned that without provisions to preserve the ban on federal abortion funding required by the existing Hyde Amendment, the legislation would likely require American citizens to pay for others' abortion procedures.

In November 2013, an analysis by the bishops’ Secretariat of Pro-Life Activities pointed to a 2012 Obama administration mandate requiring many insurers to charge all enrollees for elective abortions.

The bishops’ conference pointed out that through this rule, taxpayers were not only being forced to subsidize insurance plans that cover elective abortions, but individuals were also being forced to help directly pay for other people's abortion procedures.  Reported by CNA 10 hours ago.
