Full-Time Pain: Mort Zuckerman Says Most Americans "Wouldn't Call This A Recovery"

Full-Time Pain: Mort Zuckerman Says Most Americans Wouldn't Call This A Recovery When we first brought the* transformation of the American economy into a part-time worker society in 2010*, many scoffed and suggested that when the 'recovery' really gets going the temp jobs will all be morphed into high-paying full-time jobs. That hasn't happened, and in fact, as we noted most recently, it's got worse.

As Mort Zuckerman blasts in his rampagingly honest WSJ Op-Ed, "Most people will have the impression that the 288,000 jobs created last month were full-time. Not so." And more directly, "*most Americans wouldn't call this an economic recovery*." The lack of breadwinners working full time is a burgeoning disaster that we have covered extensively. There are 48 million people in the U.S. in low-wage jobs, resulting, as Zuckerman concludes, "*Faith in the American dream is eroding fast*."

Via The WSJ,

As Mort Zuckerman rages - echoing our analysis...

*There has been a distinctive odor of hype lately about the national jobs report for June. Most people will have the impression that the 288,000 jobs created last month were full-time. Not so.*

The Obama administration and much of the media trumpeting the figure overlooked that the government numbers didn't distinguish between new part-time and full-time jobs.

*On July 2 President Obama boasted* that the jobs report "showed the sixth straight month of job growth" in the private economy. "Make no mistake," he said. "We are headed in the right direction." What he* failed to mention is that only 47.7% of adults in the U.S. are working full time.*

There are numerous reasons for this but the most recent and most-telling is Obamacare...

But there is one clear political contribution to the dismal jobs trend. *Many employers cut workers' hours to avoid the Affordable Care Act's mandate to provide health insurance to anyone working 30 hours a week or more*.

*The unintended consequence of President Obama's "signature legislation"? Fewer full-time workers.* In many cases two people are working the same number of hours that one had previously worked.

As Zuckerman concludes...*Most Americans wouldn't call this an economic recovery.*

Yes, we're not technically in a recession as the recovery began in mid-2009, but high-wage industries have lost a million positions since 2007. *Low-paying jobs are gaining and now account for 44% of all employment growth since employment hit bottom in February 2010, with by far the most growth—3.8 million jobs—in low-wage industries.* The number of long-term unemployed remains at historically high levels, standing at more than three million in June. The proportion of Americans in the labor force is at a 36-year low, 62.8%, down from 66% in 2008.

*Part-time jobs are no longer the domain of the young. Many are taken by adults in their prime working years—25 to 54 years of age—and many are single men and women without high-school diplomas. *

Why is this happening? It can't all be attributed to the unforeseen consequences of the Affordable Care Act. The longer workers have been out of a job, the more likely they are to take a part-time job to make ends meet.

*The result: Faith in the American dream is eroding fast.*

*The feeling is that the rules aren't fair and the system has been rigged in favor of business and against the average person.* The share of financial compensation and outputs going to labor has dropped to less than 60% today from about 65% before 1980.

...

*The great American job machine is spluttering. *We are going through the weakest post-recession recovery the U.S. has ever experienced, with growth half of what it was after four previous recessions. And that's despite the most expansive monetary policy in history and the largest fiscal stimulus since World War II.

*That is why the June numbers are so distressing. Five years after the Great Recession, more than 24 million working-age Americans remain jobless, working part-time involuntarily or having left the workforce.*

*We are not in the middle of a recovery. We are in the middle of a muddle-through, and there's no point in pretending that the sky is blue when so many millions can attest to dark clouds.*

Insurance Companies Can Save Money With Home Blood Pressure-monitoring Kits

*American Heart Association *

Home blood pressure-monitoring kits can save insurance companies money by improving healthcare quality and reducing healthcare costs, according to new research in the American Heart Association's journal Hypertension.

In the United States, more than 76 million adults have diagnosed high blood pressure, and many more are undiagnosed. Since high blood pressure typically has no symptoms, periodic testing is critical especially for people with the factors that put them at risk for the condition.

Home monitoring kits effectively test blood pressure at regular intervals over several days or weeks in a familiar environment.

In the first analysis of its kind, researchers found that for each dollar invested in home monitoring kits, insurance companies could expect a return of $0.85 to $3.75 in the first year. Over 10 years, the return per dollar invested could increase to $7.50 to $19.34.

"Home blood pressure monitors should be reimbursed, widely adopted across America and integrated into current clinical practice for diagnosis and treatment of hypertension," said Alejandro Arrieta, Ph.D., the study's lead author and assistant professor in the Department of Health Policy and Management at Florida International University in Miami. "Our study provides evidence that reimbursement makes business sense for an insurance company."

Researchers analyzed 2008-11 data from two health insurance plans operated by a Midwestern health maintenance organization. One was a private employee plan with 25,478 members, and the other was a Medicare Advantage plan with 8,253 members. In both plans, most of the members were female.

High blood pressure affected 6 percent of the employee plan's members ages 20-44 and 34 percent of those 45-64. In the Medicare plan, in which members were 65 and older, 60 percent had high blood pressure.

Depending on the insurance plan and age-group, net savings associated with home blood pressure monitoring ranged from $33 to $166 per member in the first year, and $415 to $1,364 over 10 years.

Researchers found reasons for the savings differed by age groups and whether the monitors were used for treatment or diagnosis. In people 65 and older, home monitoring saved more when used to track high blood pressure treatment, by helping them avoid future adverse cardiovascular events. In people younger than 65, savings were higher in diagnostic use of the monitors with fewer false positive diagnoses and fewer people starting unnecessary treatment.

"By improving the accuracy of their blood pressure assessment and by monitoring their blood pressures outside the clinic setting, patients help themselves, help their physicians and save money for insurance companies," Arrieta said.

The American Heart Association recommends that people with high blood pressure monitor their levels at home, in addition to receiving regular monitoring by their health care provider. The association also recommends that patients be reimbursed for buying a home monitoring kit, and that healthcare providers receive reimbursement for associated costs. Study: US Alzheimer's rate seems to be dropping

The rate of Alzheimer's disease and other dementias is falling in the United States and some other rich countries — good news about an epidemic that is still growing simply because more people are living to an old age, new studies show. "For an individual, the actual risk of dementia seems to have declined," probably due to more education and control of health factors such as cholesterol and blood pressure, said Dr. Kenneth Langa. Alzheimer's will remain a major public health issue, but countries where rates are dropping may be able to lower current projections for spending and needed services, experts said. During that time, there were declines in smoking, heart disease and strokes, factors linked to dementia, and a rise in the number of people using blood pressure medicines and getting a high school diploma, which reduce the likelihood of developing the condition. "The results bring some hope that perhaps dementia cases might be preventable, or at least delayed" by improving health and education, said the study leader, Claudia Satizabal of Boston University. Researchers from the German Center for Neurodegenerative Diseases say that claims data from Germany's largest public health insurance company suggest that new cases of dementia declined significantly between 2007 and 2009 in men and women. The group now says dementia prevalence appears to have increased from about 5 percent to about 7 percent in East Asia, and in Sub-Saharan African from between 2 percent and 4 percent to nearly 5 percent. Zolman Law Firm Research Leads to New Ways for Parents to Weather Health Insurance Provision for Minors Pursuant to Court Orders and State Orders

St. Louis family law firm's research leads to a plan to help families minimize the impact of providing health insurance for minors pursuant to a Court Order or a State Order.

St. Louis, MO (PRWEB) July 15, 2014

A New department within the State of Missouri has authority to review W-2s to see if parents are providing insurance through their employer pursuant to a Court Order or State Order to provide health insurance for their children. The result of this review can lead to a significant increase in the cost for health insurance coverage for the children subject to such Court Order or State Order.

After the State of Missouri established a new department to monitor whether or not individuals are complying with Court orders or State orders to provide health insurance for their children, the Zolman Law Firm, a family law firm based out of St. Louis, MO, went to the books. This new Missouri department reviews individual W-2 forms to ascertain whether or not parents have insurance coverage through their employers. If no evidence of insurance is found, the State of Missouri sends a letter to the employer ordering them to place the children of the employee under their insurance plan, even if doing so would also require the employer to add the employee to the insurance plan as well; all of this at the expense of the employee.

Zolman Law Firm finds it to be especially problematic that even if parents provide proof of private insurance covering their dependents, thus meeting the terms of their order, the state can still force them into an employer-sponsored plan if they believe that to be beneficial to the child. Upon receiving proof of a private plan, the State of Missouri reviews the details and decides which type of insurance is best for the children, with relatively little emphasis on the cost to the parent. Realizing that this could lead to parents having to pay many hundreds of dollars in extra costs each month, the Zolman Law Firm wanted to find a way to help parents without that kind of extra money to weather the storm.

Carla J. Zolman, Attorney at Law with the Zolman Law Firm, believes that this procedure could have a detrimental effect on Missouri's families. "Since most people don't have several hundred extra dollars per month, this could cause someone to lose their home," she argues.

Any parent ordered to provide health insurance for their child is subject to this review and the resultant increase in support obligation, which is why Zolman Law Firm placed so much focus on learning the ins-and-outs of the rules that apply. Through the firm's research, Zolman is confident that Zolman Law Firm can help. "While this is a potentially devastating financial hit," Zolman says, "There are certain rules in the fine print whereby we may be able to alter the situation and minimize the financial impact on the individual."

About Zolman Law Firm:

Since establishment in 1996, the Zolman Law Firm has been working with the people in St. Louis, Missouri and the surrounding areas, concentrating as St. Louis divorce attorneys, family law, St. Louis county child support, father's rights, custody and visitation, and much more.

The Zolman Law Firm takes the time to learn about their clients and understand the vision for their future. The skilled team of St. Louis family law attorneys educates the clients, provides realistic feedback and possible outcomes, while ensuring the cost and time spent is of minimal financial impact to the families. Medical Recovery Services and Medical Billing Advocates of America will be holding a three-day open house event beginning on Wednesday, July 23, 2014 in honor of their new facility in Roanoke, Virginia. The event will celebrate the 20-year anniversary of Pat Palmer's founding MRS, as well as the release of the 2nd edition of her book on how to fight medical bills.

Roanoke, VA (PRWEB) July 15, 2014

Medical Recovery Services and Medical Billing Advocates of America, the nation’s first medical billing advocacy organizations, will be hosting a series of open house events on Wednesday, July 23 from 9 a.m. to 3 p.m., Thursday, July 24 from 9 a.m. to 3 p.m. and Saturday, July 26 from 10 a.m. to 3 p.m. at their new facility located at 3517 Brandon Avenue SW, Roanoke, Virginia 24018.

The new facility space, which is located on the second floor, boasts more than 12,000 square feet of space for the two organizations to continue to grow. MRS and MBAA assist consumers and Corporate America in verifying that any medical services rendered are billed according to true, accurate, fair and reasonable standards.

The celebration will commence with a ribbon-cutting ceremony at 9 a.m. on Wednesday, July 23. Inside the facility, guests will enjoy facility tours, company information, a variety of finger foods and beverages and the opportunity to meet with founder and CEO Pat Palmer and her team of expert medical billing advocates. An open invitation to area businesses and public officials is extended to Wednesday and Thursday’s events, which will conclude at 5 p.m.

A special day for consumers is planned for Saturday, July 26 from 10 a.m. to 3 p.m. Consumer Day will feature a free medical bill review by MRS staff while you wait. Complementary food and beverages will be served to attendees and facility tours will be given throughout the day. The public will be able to enter into a grand prize drawing throughout the week of events to win a year’s worth of free medical bill reviews.

Additionally, Pat Palmer will hold the first official book signing for the new edition of her book MBAA’s Guide to Surviving Your Medical Bills, 2nd Edition: What You Need to Know Before You Pay a Dime. This book is a true account of Pat’s journey that led her to begin her business.

Her book also gives numerous examples of some of the erroneous charges she has encountered throughout her journey as the nation’s first medical billing advocate. Her book and the corresponding workbook, which helps teach the reader to spot abusive billing practices on their own, will be available for purchase throughout the three-day open house event.

MRS and MBAA’s open house series of events coincides with the 20 year business anniversary of Medical Recovery Services. Pat Palmer officially began MRS in response to numerous residents of the Roanoke Valley in Southwest Virginia who reached out to her for help in deciphering their medical bills. She also helped friends and family members achieve adequate health insurance reimbursement.

Today, Pat’s organizations employ more than 40 individuals with vast experience in the medical billing industry. MRS, a medical billing research facility, works to achieve “True & Accurate” charges and “Fair & Reasonable” prices on the medical bills they analyze.

The media is invited to attend this three-day event to join the festivities, meet Pat Palmer and learn more about the medical billing advocacy field. The public is urged to take part in all three days of events, especially Consumer Day, which will help illustrate just how much the public has been over-paying the healthcare industry. Experient Health Highlights Consequences of Reimbursing Individual Insurance Premiums for Employees in Latest Blog Post

The Internal Revenue Service (IRS) recently issued FAQs regarding the consequences for employers that do not establish a health insurance plan for their employee.

Richmond, Va. (PRWEB) July 15, 2014

Experient Health took on the Internal Revenue Service's (IRS) most recently issued FAQs regarding the consequences for employers that do not establish a health insurance plan for their employee in latest Blog post. This includes premiums for individual health insurance, either inside or outside of the exchange.

Experient Health, a Virginia Farm Bureau company, uses its Blog to help educate the community about changes in health insurance under the Affordable Care Act (ACA).

“In Revenue Ruling 61-146, the IRS provided that if an employer reimburses an employee’s premiums for non-employer-sponsored health insurance, the payments are excluded from the employee’s gross income," Experient Health wrote. "This allowed an employer to pay an employee’s premiums for individual health coverage without the employee paying tax on the amount."

Issued on Sept. 13, 2013, IRS Notice 2013-54 states that these employer payment plans are considered to be group health plans subject to the ACA’s rules, including the annual limit prohibition and the preventive care coverage requirement.

“The Notice clarifies that these employer payment plans cannot be combined with individual health insurance policies, and thus fail to satisfy the ACA’s market reforms," Experient Health wrote. "As a result, effective for 2014 plan years, these plans are essentially prohibited.”

And there are consequences for employers if they do not act in accordance with these requirements.

Because employer payment plans do not comply with the ACA, the IRS has indicated that these arrangements may be subject to an excise tax of $100 per day for each applicable employee ($36,500 per year per employee). However, premium reimbursement arrangements made on an after-tax basis are allowed, according to Experient Health.

"Employers that plan on using after-tax premium reimbursement arrangements should be aware that these arrangements may be considered “employee benefit plans” subject to ERISA’s requirements."

Bishop: Hobby Lobby case shows need to fight secularism

$

Lincoln, Neb., Jul 15, 2014 / 12:02 pm (CNA/EWTN News).- Despite the recent Hobby Lobby court victory, Bishop James D. Conley of Lincoln, Neb. stressed the need for Catholics to continue to evangelize and fight against the prevailing culture of secularism.

“The victory is not unqualified and the fight for our religious liberty is not complete. Churches, hospitals, and universities are still threatened by the HHS contraceptive mandate,” Bishop Conley said in his July 11 archdiocesan column.

On June 30, the U.S. Supreme Court ruled that Hobby Lobby and similar employers cannot be forced to comply with the federal contraception mandate against their religious beliefs.

Craft giant Hobby Lobby and its owners, the Green family, had challenged a federal mandate issued under the 2010 Affordable Care Act, which requires employers to offer health insurance covering contraception, sterilization and some drugs that can cause early abortions.

The Greens said that mandate would require them to violate their deeply-held Christian beliefs against facilitating abortion.

In his column, Bishop Conley said the repercussions of the Hobby Lobby decision have indeed established that “believers have a place in the public square – that all of us should be free to conduct our business without compromising our basic moral beliefs.”

However, the Supreme Court decision also relayed the overwhelming assertions of secularists, “whose loyalties lie more closely with unfettered sexual libertinism than with respect for fundamental rights of conscience, of religion, or of personal dignity,” the bishop said.

Although the fight for religious freedom in litigation is important, Bishop Conley suggested that the root issue is secularism.

“Religious liberty will be threatened in our nation as long as secularism is the prevailing cultural leitmotif.”

“The Hobby Lobby decision has exposed the secular tendency towards atheocracy – the systematic hostility and marginalization of religious believers who engage in American public life, a kind of practical atheism established as the norm.”

Social cohesion has become a higher priority than religious freedom, due to the hostility towards faith in the public arena, the bishop reflected.

In his apostolic exhortation “Evangelii Gaudium,” Pope Francis suggests an alternative to a secularist culture by emphasizing the importance of a society marked by faith.

“An evangelized popular culture contains values of faith and solidarity capable of encouraging the development of a more just and believing society, and possesses a particular wisdom which ought to be gratefully acknowledged,” Pope Francis observed.

The Holy Father went on to say that “justice is the fruit of faith,” and that “an evangelized culture will be a just culture.”

With the rise of religious persecution all over the world, the evangelization of culture is an unprecedented priority.

Although religious liberty is not an end in itself, Bishop Conley stressed that it “is the freedom for something real – the freedom to make disciples of all nations – to spread the Gospel, and its fruits, joyfully.”

“If we want to protect our religious liberty,” Bishop Conley went on to say, “the very best thing we can do is to use it – to transform culture by transforming hearts for Jesus Christ.” Reported by CNA 4 hours ago.

Obama the 'Manchurian Candidate'

Obama the 'Manchurian Candidate' The greatest conspiracy in world history is being carried out by the real-life “Manchurian Candidate”: President Barack Obama.

My definition of a “Manchurian Candidate” is a person who hates everything America stands for and whose goal is to win the presidency for the express purpose of destroying the greatest nation, the greatest economic system, and the greatest middle class in world history. That, my friends, describes Obama. I’m not basing it on rumors or innuendo. I’m basing it on the facts.

I know liberals hate facts, but bear with me. So here are a few, which I lay out more fully in my new book, The Murder of the Middle Class:

China is set to pass the United States as the world’s largest economy (based on consumer spending). This year. It will be the first time since 1872 that America has not been the number 1 economy in world.

For the first time in history America’s middle class isn’t the richest in the world. Canada’s middle class has passed us.

For the first time in American history more businesses are closing each day than they are starting.

More Americans now receive entitlements than work full-time.

There are now 70 percent more Americans collecting entitlement checks than working in the private sector (148 million “takers” vs. 86 million “makers”).

The average full-time male employee now earns less (adjusted for inflation) than he did forty years ago.

Twenty percent of U.S. families don’t have a single member who is employed.

The number of working age Americans without a job increased by about ten million in Obama’s first five years as president. Every year of Obama’s presidency, two million more Americans disappeared from the workforce.

Sixty percent of the jobs lost were middle-class jobs. But only 22 percent of the new jobs are middle-class jobs with decent wages.

America’s second-largest employer is a temp agency.

Seventy percent of Americans believe we are still in the middle of the economic crisis or that the worst is yet to come.

If Obama isn’t the Manchurian Candidate, he certainly plays the part well. Consider the evidence:

Who trades five jihadist mass murderers for one deserter?

Who releases 36,000 illegal alien felons into the population?

Who slows deportations of illegal alien youth, thereby convincing tens of thousands more to cross our border illegally and create a massive crisis?

Who advertises U.S. food stamps in Mexico for illegal aliens?

Who proposes 442 new taxes in only six years?

Who adds $7 trillion in new debt in only six years?

Who strangles business with tens of thousands of new regulations and adds thousands of dollars to middle-class American’s energy bills?

Who promises “your health premiums will go down, and if you like your insurance, you can keep it?”—knowing all the while that up to 80 percent of small business employees will lose their insurance, as will up to 60 percent of all employees, and that health insurance premiums will skyrocket?

Who uses NSA to spy on the conversations of ordinary Americans?

Who uses the IRS to attack political opponents, while turning a blind eye to illegal aliens getting billions of dollars in fraudulent tax credits?

Who spends $300 million on mortgages for Palestinians while allowing vets to die on phantom waiting lists for a doctor?

Who orders the Equal Employment Opportunity Commission to sue American companies for demanding English as the language of the workplace?

Who bans Christmas cards from veterans’ hospitals if the word “God” is included?

Who bans the word “Christmas” from military bases?

Who demands Miranda rights be extended to a mass-murdering Jihadist but allows a heroic U.S. Marine to be tortured in a Mexican prison?

Obama may have been born in America, but his thinking and actions are un-American.

Yes my fellow patriotic Americans, I’m sad to report we have a “Manchurian Candidate” president.

GOP Offers Birth Control Bill That Literally Does Nothing

In response to a proposal by Senate Democrats to require for-profit employers to cover birth control in their health plans, Senate Minority Leader Mitch McConnell (R-Ky.) said Tuesday that Senate Republicans plan to offer their own bill requiring employers to allow women to buy their own birth control.

"We plan to introduce legislation this week that says no employer can block any employee from legal access to her FDA-approved contraceptives," McConnell told reporters. "There's no disagreement on that fundamental point."

The GOP bill would change nothing, because women can already legally access contraceptives approved by the Food and Drug Administration. The issue in question is whether for-profit corporations must cover the full range of FDA-approved contraceptives in their health insurance plans, as the Affordable Care Act requires them to do. The Supreme Court ruled earlier this month that Hobby Lobby, a craft supply company owned by evangelicals, can opt out of covering the four kinds of contraception that its owners believe are methods of abortion.

Sen. Kelly Ayotte (R-N.H.), joining McConnell at his press conference, said the bill is intended to make the political point that "women have the same rights today to access contraception as they did before Obamacare was passed, and before the Hobby Lobby decision."

The Democrats' bill, which the Senate will vote on Wednesday, states that no for-profit company can opt out of federal law based on its owners' religious beliefs. The bill would effectively override the Supreme Court's Hobby Lobby decision and require most employers, with the exception of houses of worship and religious nonprofits, to cover all 20 forms of birth control laid out in the president's health care law.

Democrats kicked off floor debate on their bill Tuesday morning. Sen. Cory Booker (D-N.J.) said access to birth control is meaningless to women who do not always have the means to pay for it. "These women should not be forced to decide between birth control and food for their family," he said. Reported by Huffington Post 2 hours ago.

HUFFPOST HILL - Big Day For On-Ramps

Senate Republicans introduced an insurance bill that literally changes nothing… though it might still defund ACORN. The administration says marijuana legalization is a state matter, though the exact phrasing had something to do with Colorado stuffing a towel under its door. And a group of enthusiastic Elizabeth Warren supporters launched Ready for Warren, but our competing 2016 organization, "Tom Vilsack...Ehhh???" isn't gaining as much traction. This is HUFFPOST HILL for Tuesday, July 15th, 2014:

*GOP REMEMBERS THE LADIES... BUT NOT REALLY* - [HuffPost HIll leans back in chair, buys three rubber bands off Amazon with extra 23 cents earned in last hour, pops insurance-subsidized Viagra, breaths in the patriarchy]. Laura Bassett: "*In response to a proposal by Senate Democrats to require for-profit employers to cover birth control in their health plans, Senate Minority Leader Mitch McConnell (R-Ky.) said Tuesday that Senate Republicans plan to offer their own bill requiring employers to allow women to buy their own birth control.*.. *MEDICARE LOOKIN' PRETTY SWEET* - Damian Paletta: "In 2006, the trustees that monitor Medicare’s financial solvency issued a dire warning -- the trust fund that pays hospital bills would be exhausted in 2018, which would result in sharp cuts in benefits. But on Tuesday, *the Congressional Budget Office said the trust fund would be solvent until 2030*....What is behind Medicare’s revival? One primary reason has been the slowdown in the growth of health-care spending, which has played out since the recession and continued longer than many economists predicted….*Another factor is the 2010 Affordable Care Act. That law cut Medicare spending over 10 years and redirected that money towards paying for an expansion of Medicaid and other changes*. So even though much of the money will still be spent on health care, but it won’t come out of Medicare and therefore won’t come out of the trust fund." [WSJ]

The CBO's hot new long-term budget outlook can be used to justify ANY political position!

*HOUSE PASSES HIGHWAY TRUST BILL* - Everytime a "CONGRESSIONAL GRIDLOCK" headline is typed in relation to a story like this, an angel [DEL: loses its wings :DEL] applies for a CNN internship. Sam Stein: "The House of Representatives passed a critical highway funding bill on Tuesday afternoon by a vote of 367-55. The measure puts just under $11 billion into the Highway Trust Fund, which is in line to run out of money sometime in late August, and was put together by House Ways and Means Chairman Dave Camp (R-Mich.). Ten Democrats and 45 Republicans voted against the bill. The Senate is set to consider a similar measure, after which the two chambers must merge their respective proposals. Camp’s bill passed by a comfortable margin despite public opposition from two leading conservative groups. Both Heritage Action for America and Club for Growth had urged lawmakers to oppose the bill, calling it a bailout for transportation projects and criticizing the way it is funded...Conservatives weren’t the only ones who found those provisions objectionable. Democrats derided pension smoothing as a pay-for. But their main concern was that the bill was only a temporary fix to a larger problem. Rep. Peter Welch (D-Vt.) voted against the proposal because it would restore the Highway Trust Fund only through May. His preference was for a multiyear plan that had been negotiated in the Senate and considered in the House before lawmakers -- recognizing that they were running out of time -- decided to punt the issue to a later date." *'READY FOR WARREN' LAUNCHED BY PEOPLE WHO ARE, UH, READY FOR ELIZABETH WARREN* - Amanda Terkel and Grim: "An enthusiastic band of activists has launched a campaign to slow the momentum of Hillary Clinton and convince Sen. Elizabeth Warren (D-Mass.) that she should run for president in 2016. 'I think there's an opportunity for us to convince her if we're really able to make the case as to why we think she's the right person,' said Erica Sagrans, who has signed on as the Ready For Warren campaign manager. The group already has a Facebook page, Twitter account and a new website with a petition encouraging Warren to run. Sagrans, who worked on President Barack Obama's re-election campaign, will be joined by political activist Billy Wimsatt, who previously founded the League of Young Voters and is going to be a senior adviser to the new group. Reached for comment, Lacey Rose, Warren's press secretary, told HuffPost, *'No, Senator Warren does not support this effort.'* Even so, Ready for Warren will be bringing a van full of supporters to Netroots Nation, the annual gathering of progressive activists that is taking place in Detroit this week." *HOUSE FINALIZING BORDER FUNDING REQUEST* - Surprisingly, it's not just a hastily drawn picture of a moat with an arrow pointing toward it and "$3.7 billion" written in large letters. Roll Call: "House Republicans could by the week’s end unveil their legislative response to the president’s $3.7 billion request to bolster resources at the southwest border. The response is likely to cost less and incorporate policy riders sure to rile up Democrats on the left – but still might not be stringent enough to satisfy members on the hard right. Rep. Kay Granger, R-Texas, the chairwoman of a special GOP working group convened by Speaker John A. Boehner to make policy recommendations on the child migrant border surge, told reporters Tuesday her group is focused on increased border security funding, National Guard troops on the border and more immigration judges to preside over deportation hearings and asylum requests. With a formal report not yet public at the time she spoke with the press, Granger also said the group supported tweaking a 2008 trafficking law to allow all unaccompanied minors apprehended at the border to choose to return to their home countries rather than await trial to be deported, a right currently afforded only to children from countries contiguous to the United States." [Roll Call]

*HOW'S THAT WHOLE IMPEACH-Y THING WORKIN' OUT FOR YA?* - Not well. That's the answer. Not well. Sam Levine: " Some of the staunchest conservatives in the House of Representatives said Tuesday they will not push for President Barack Obama's impeachment, regardless of whether they think he deserves it. *At a press event Tuesday, six conservative congressmen predicted that impeachment would not happen before the November midterm elections, saying it would be politically damaging for the GOP and unlikely to succeed.* 'The president deserves to be impeached, plain and simple,' Rep. Randy Weber (R-Texas) said. 'We've got so much on our plate, it's not practical, we don't have the Senate ... I don't think it's practical that we impeach him right now. But he definitely deserves it.' ... Rep. Raúl Labrador (R-Idaho) said Tuesday that only a small fraction of Republicans agree with Palin. He said he does not think Obama's actions have reached the level to qualify for impeachment." [HuffPost]

*Drones, $125 surge pricing, same thing*: "In an interview with me at the Code Conference in May, Uber CEO Travis Kalanick was pretty clear that one of his key goals for the year was to hire a big-gun communications and public relations strategy person for the transportation logistics juggernaut...Kalanick is still looking, having talked to other political players such as former Obama White House press secretary Jay Carney (whose name is also being bandied about for the other big job opening in tech PR, at Apple). In addition, said sources, Uber is looking at big corporate names." [ReCode]

*ADMINISTRATION BACKS DC ON WEED* - Seriously, Colorado, just make sure you close the blinds and Febreeze the place a bit. Ryan Reilly: "The Obama administration believes marijuana policy is a states' rights issue, the White House said Monday in opposing Republican-led legislation that would prevent Washington, D.C., from using local funds to decriminalize marijuana possession. The GOP-sponsored House amendment would prevent D.C. 'from using its own local funds to carry out locally-passed marijuana policies, which again undermines the principles of States' rights and of District home rule,' the White House said in a statement. The White House said the bill 'poses legal challenges to the Metropolitan Police Department's enforcement of all marijuana laws currently in force in the District.' Del. Eleanor Holmes Norton (D-D.C.) called Rep. Andy Harris (R-Md.) a 'tyrant' for meddling in the District's governing process with the amendment, pointing out that Maryland just voted to decriminalize marijuana possession...Attorney General Eric Holder told The Huffington Post earlier this year that he was 'cautiously optimistic' about legalization in Colorado, which began recreational sales Jan. 1. Washington state sales began this month." [HuffPost]

*IMMIGRANT ACTIVIST VARGAS ARRESTED* - At least one border agent had history's easiest quota filler today. Igor Bobic and Grim: "*Pulitzer Prize-winning journalist Jose Antonio Vargas was arrested Tuesday after attempting to board a plane out of McAllen, Texas, according to United We Dream, an immigration advocacy group*. On July 10, Vargas, who is an undocumented immigrant, flew to the small border town with a camera crew from his own organization, Define American. Vargas, like many other immigration activists, was there to interview and film undocumented minors fleeing escalating violence in their home countries in Central America. But what Vargas didn't know is that in order to leave the border town, he would need to pass through an interior U.S. Border Patrol checkpoint set up within 45 miles of McAllen. In an interview with The Huffington Post on Saturday, Vargas, a former HuffPost editor, said he intended to fly out of McAllen using his Philippines-issued passport. On Tuesday morning, prior to reports of his arrest, Vargas alerted his Twitter followers that he would be attempting to pass through airport security." [HuffPost]

*Good job, internet. Have a Gatorade. You look tired.* "[A] strong contingent of angry Twitter users celebrated his detention under the hashtag #DeportJose or directly to @RyanGrim, a HuffPost reporter who published a photo of Vargas in handcuffs." [HuffPost]

*BECAUSE YOU'VE READ THIS FAR* - Here is a cat parkouring.

*DC HUMILIATION CONTINUES* - What's next, people not knowing what a shadow senator is? WSBTV: "It's something most students learn in elementary school -- the United States is made up of 50 states and the District of Columbia. But Cox Media Group reporter Justin Gray found out it's a lesson that an Orlando agent with the Transportation Safety Administration seems to have missed. *Gray, who lives in Washington, D.C., was flying out of Orlando International Airport when a TSA agent said Gray's District of Columbia driver's license wasn't a valid form of identification*. Gray said his license is legal and up-to-date, but the TSA agent didn't seem to know what the District of Columbia was when Gray arrived at the security checkpoint over the weekend. When Gray handed the man his driver's license the agent demanded to see Gray's passport. Grays told the agent he wasn't carrying his passport and asked why he needed it. The agent said he didn't recognize the license. Gray said he asked the agent if he knew what the District of Columbia is, and after a brief conversation Gray realized the man did not know." [WSBTV]
